OBJECTIVES OF THE PROGRAMME

Unitaid, a partnership hosted by the World Health Organization is focused on accelerating the introduction and adoption of key health products primarily for HIV & co-infections, tuberculosis, malaria and women & children's health. It creates systemic conditions for sustainable and equitable access and aims to foster inclusive and demand-driven partnerships for innovation. It designs and invests in innovative approaches to make quality health products available and affordable in low- and middle-income countries. It promotes collective efforts with partners, countries and communities, unlocking access to the tools, services and care than can deliver the best results, improve health and address global health priorities.

DESCRIPTION OF DUTIES

The role of the Team Lead is to:

  • Lead and manage a team of Programme Managers and Officers;
  • Plan and lead development of a portfolio of grants;
  • Promote, maintain and oversee high standards of management quality and performance of a portfolio of grants;
  • Promote synergy and strategic alignment amongst complementary grants in the portfolio and other interventions;
  • Ensure grant implementation is aligned with overall Unitaid strategy;
  • Manage relationships with grant implementers and partners; develop operational and strategic partnerships globally to ensure success of the grants, including transition to new sources of funding where applicable;
  • Oversee collaboration of Programme Managers with units across Unitaid, especially around strategy development, impact assessment, and monitoring & evaluation;
  • Lead risk identification and management at organizational, portfolio, and grant levels;
  • Lead continuous improvement of overall Unitaid strategy, policies and processes;
  • Coordinate and communicate portfolio information as needed to stakeholders, including Management and the Board;
  • Guide, mentor, and develop team members.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in finance/economics, public or business administration, project management, development studies/international relations or public health. Desirable: Degree in social sciences.

Experience

Essential:

  • At least 10 years of progressive experience at national/ international level in managing complex grants in the private sector, public health or international development areas, including project design, risk assessment, implementation, and results-based financial management.
  • Demonstrated experience managing large scale (multimillion dollar) project portfolios.
  • Significant experience as a team leader, decision maker and negotiator preferably at an international level and in public health and operational partnerships.

Desirable:

  • Significant experience in industry and/or other international financing.
  • Experience in project performance evaluation and audit methodologies.
  • Experience or good understanding of international relations or political science.

Skills

  • Strong abilities in team leadership and managing others.
  • Strong grant portfolio and project management skills in complex multi-sectorial grants, including management of processes, budgets and performance/accountability frameworks; ability to gather relevant input, analyze data/facts from appropriate sources and identify best practices to inform grant design.
  • Ability to identify and develop strategic partnerships.
  • Demonstrated negotiating and diplomatic skills.
  • Strong interpersonal skills and proven ability to develop effective and ethical work practices.
  • Ability to identify and manage risks at organizational, portfolio, and project level.
  • Ability to define and resolve complex issues, including delivery of difficult messages.
  • Track record in the development and implementation of strategies and policies.
  • Ability to work in a dynamic environment and to produce results under pressure.
  • Background or experience in public health, especially around HIV/AIDS, tuberculosis, and malaria and/or the development of health products.
  • Advanced knowledge of project financing and financial processes with ability to prepare and manage budgets.
  • Strong written, verbal communication and presentation skills.
  • Demonstrated ability to manage risks at organizational, portfolio, and project level.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6352 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
