OBJECTIVES OF THE PROGRAMME

The overall objective of the MIM Programme is to support Member States in the WHO African Region to improve the availability of, and equitable access to, quality-assured and affordable medicines, health products, and health technologies, health infrastructure and equipment towards the attainment of Universal Health Coverage. The Programme achieves this by developing implementing, and monitoring evidence-based policies, strategies and plans to ensure sustainable access by Member States to essential health technologies, blood safety and organ transplants, traditional medicine, health infrastructure and equipment, prioritizing cost-effective best practices. It strengthens the capacity of Member States, through guidance and specialized technical assistance, to: (i) strengthen regulatory systems for quality-assured medicines and other health technologies, blood safety and organ transplant services,products, traditional medicine, health infrastructure and medical equipment,including market surveillance for quality, safety and performance; (ii) In collaboration with the Assistant Regional Directors' cluster, conduct coordinated research in line with public health priorities for the improvement of access to health technologies,including efficient management of intellectual property rights; and (iii) address antimicrobial resistance by strengthening surveillance systems, laboratory capacity, infection prevention and control, awareness-raising and evidence-based policies and practices in collaboration with the antimicrobial resistance (AMR) Unit and other disease control programmes. The Programme also advocates and strengthens partnerships for increased resource mobilization, investments and coordinated support for actions towards improved access to medicines and other health technologies, blood safety and organ transplant services, traditional medicine, health infrastructure and medical equipment, including enhancing regional and sub-regional mechanisms and structures such as the African Medicines Agency. The goal is to enable countriesin the WHO African Region to ensure evidence-based policies and strategies are in place to achieve universal access to high-quality, integrated, health services, increase the coverage and quality of effective interventions, and tocreate mechanisms to measure the impact of those strategies and interventions

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:1. Provide vision and guidance for WHO's work in the African Region for this programme area, including, leading the MIM Programme and coordinate the development of regional MIM policies, strategies, programmes and activities in collaboration with other WHO technical clusters, and partners, in an integrated manner in the context of Universal Health Coverage, ensuring people-centred approaches across the life course to address the priority health problems of different population sub-groups;2. Develop and managethe implementation, monitoring and evaluation of MIM work plans and budgets within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures, while promoting integration of similar interventionin the MIM Team;3. Provide leadershipto and manage the MIM staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, while promoting the principles of integrity, equity,value for money, and a respectful workplace in accordance with the Organization's policies, rules, procedures, and values;4. Drive the teammembers' collaboration and integration with other clusters and programmes toensure that MIM interventions are integrated in strategies on universal health coverage, primary health care, sexual, reproductive, maternal, newborn, child and adolescent health, and ageing, communicable diseases and non-communicable diseases programmes;5. Oversee the provision of coordinated support for the adaptation and implementation of the WHO policies and strategies on MIM, and related service delivery models at primary carelevel, including the development of national protocols and guidelines for their integrated management;6. Oversee the development and implementation of regional and country capacity-building policies, strategies and approaches towards the implementation of best practices on allaspects of MIM, including improving access to medicines and effective monitoring of drug resistance;7. Facilitate the sourcing and provision of expert technical assistance to country MIM programmes, including promoting the use of technical resource networks and leveraging in-country institutional capacities to enhance sustainability;8. Conduct high level advocacy and policy dialogue and establish/strengthen partnerships, including with academia, professional associations, inter-governmental andnon-governmental organizations and institutions, for the harmonization and alignment of actors and resources in the formulation and implementation of national action plans, as an integral part of strengthened and resilient national health systems, in order to improve access to quality essential MIM services at all levels;9.Lead the development of strategic frameworks particularly in the areas of regulatory harmonization and convergence towards the African Medicines Agency andimplementation of pooled procurement initiatives;10. Direct the review and adaptation of existing guidelines and recommendations on new initiatives and innovative approaches to influence policies in countries, for removing barriers to access to health products; integrating traditional medicine into health systems; and addressing health equipment maintenance and infrastructure development;11. In collaboration with the Assistant Regional Directors'cluster, identify research needs and priorities aimed at improving universal access to MIM services at country level, including promotion and strengthening of research capabilities, and support the addition of new knowledge and technologies into country health systems;12.Oversee the collaborative and proactive support to countries in the development and implementation of monitoring and evaluation policies and strategies to facilitate reporting ontrends in health systems performance and on progress towards regional and national MIM targets, including promoting the dissemination of lessons learned and good practices;13.Support the Cluster Director in communicating the achievements and results of the work of the MIM Programme; in collaboration with the Communication and Programme Budget Monitoring Units;14. Facilitate resource mobilization for the UHC/LC Cluster by using innovative strategies forresource mobilization, targeting traditional and new donors in collaboration with other technical clusters, External Relations, Partnerships and Governing Bodies Team and WCOs;15. Provide expertise and technical advice to the Regional Director, the Cluster Director and Senior Management in the areas of Medicines Supply Health Infrastructure, Equipment Maintenance including Health Technologies, Medicinesand Traditional Medicine;16. Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in Pharmacy or Medical Degree and Post-Graduate qualification(MSc/PhD) in pharmacy, medicine, or therapeutics. Desirable: Postgraduate degree or professional qualifications in management of health technologies

Experience

Essential: A minimum of 10 years experience - at national and international levels -in technical positions and in managing a range of the following: medicines, vaccines, blood and blood products, and diagnostics and devices, traditional medicine, health equipment maintenance and infrastructure and inputs. Desirable: Experience in programme planning, monitoring, evaluation, and training at international and national levels.Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health related agencies will be an advantage.

Skills

Globally respected level of technical expertise and knowledge in public health- MIM, with broad, practical knowledge of related programmes, policies and strategies and their application in developing and developed countries;Extensive MIM-specific and programmatic knowledge of large-scale Public Health programmes, and integrated monitoring & evaluation approaches;Proven leadership skills in the planning, management, and coordination of a large, multidisciplinary, international, public-healthprogramme, including the implementation of a public health/disease control programme;Strong analytical skills and ability to negotiate in the context of diverse views;Proficiency in managing governmental or international programmes on health technologies, traditional medicine, health equipment maintenance and infrastructure;Proven leadership capacity combined with superior interpersonal, presentation, communication skills and problem-solving skills;Excellent skills in using innovative strategies for resource mobilization, targeting traditional and new donors;Ability in managing diverse teams and financial resources.

Use of Language Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4805 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
