OBJECTIVES OF THE PROGRAMME

The World Health Organization's Academy (‘The Academy') is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy hub will offer a blend of learning modalities; digital, in-person learning via the hub in Lyon or through the campus network, as well as ‘portable learning labs' designed for contexts where participants cannot travel or access the digital learning platform. The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO's General Programme of Work (GPW) and health sustainable development goals. More specifically the Academy will:

  • Enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people.
  • Transition the WHO to a learning organization and strengthen the competencies of over 7,000 staff to advance the WHO priorities and goals.
  • Improve the effectiveness, efficiency and impact of lifelong learning supported by WHO across three-levels of the organization.

The WHO Academy will deliver advanced digital and in-person learning to WHO workforce, health policy practitioners, health workers and other individuals. The Academy will be officially launched in May 2021 as a globally accessible school for the future which combines the latest technologies in digital and remote learning with advancements in adult learning science to offer innovative, personalised and multilingual learning that meets priority needs.

DESCRIPTION OF DUTIES

The Management and Operations Team Lead maintains financial, and administrative integrity across the Academy by ensuring that administrative processes, such as financial management, budget support, general administration, procurement, operational planning, monitoring and reporting are carried out in all departments on a timely basis, with full compliance with rules and regulations of the Organization and adhering to the agreed procedures. Where appropriate, the work might include logistics, operations, information technology and resource mobilization. In particular, the assigned duties include:

  • Advise and support on all non-technical aspects of operational planning, management, administration, as well as provide guidance on HR planning and compliance activities in line with WHO rules and regulations.
  • Guide and support staff in the Academy to perform their administrative and managerial duties.
  • Ensure staff are given adequate training and understand their responsibilities.
  • Promote staff knowledge of the WHO's financial, procurement and HR rules and regulations as well as policies and procedures.
  • Liaise with HR Business Partners to facilitate HR planning, HR actions and operations across the division.
  • Serve as the focal point in the Academy for the administration of proposals and donor agreements, assuming a coordinating and certifying role, working closely together with the Planning, Resource Coordination and Performance Monitoring Department.
  • Promote a culture of consistent compliance with the rules and regulations as well as ethical behavior, best suited to instil trust by key stakeholders such as donors and Member States in Academy's activities.
  • Create an environment that promotes and supports the implementation of the best management practices, which are aligned with the overall changes in management/administrative roles, responsibilities and practices in WHO globally.
  • Lead the effective and efficient implementation of WHO's internal control framework in the Academy and report any major discrepancies to the Chief Learning Officer (CLO) and the relevant functional lead of the Academy.
  • Work closely with budget, finance, programme, procurement and administrative staff within the Academy via the authority of the Director of Management and Operations.
  • Provide guidance and advice to the Director of Management and Operations and senior managers in the Academy on managerial issues, organizational development and design, general administration and projects relevant to the mandate of the Academy.
  • Supervise staff reporting to the management office.
  • Perform all other related duties as assigned.

Specific duties:

  • Design and develop the Academy administrative system and integrate with the WHO systems.
  • In line with Academy's business plan, design and implement online subscription and face to face training pricing plan.
  • Periodically review and adjust pricing plan to align with evolving industry standards.
  • Prepare revenue forecast, compare it with original estimates and suggest timely corrective actions.
  • Control expenditure ratios within budgeted targets.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's degree or above) in a discipline directly relevant to the responsibilities of the position such as business administration, management, human resources, social sciences economics or closely related field.

Experience

Essential: At least 10 years of relevant professional experience in management and administration and/or programme management, with increasing levels of managerial responsibility. Demonstrated experience providing advice to Senior Management on budget, Finance, and Administration related activities. Demonstrated experience at the international level. Desirable: Experience working within the UN.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3953 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
