OBJECTIVES OF THE PROGRAMME

The World Health Organization's Academy (“The Academy”) will be the state-of-the-art learning institution that aims to support lifelong learning for health impact and reach millions of learners around the world. Based in Lyon, France, the Academy hub will offer a blend of learning modalities; digital, in-person learning via the hub in Lyon or through a campus network, as well as other innovative delivery modes.

The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO's General Programme of Work (GPW) and health sustainable development goals. More specifically the Academy will: enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people, transition the WHO to a learning organization and strengthen the competencies of over 7,000 staff to advance the WHO priorities and goals; improve the effectiveness, efficiency and impact of lifelong learning supported by WHO across three-levels of the organization.

The WHO Academy will deliver advanced digital and in-person learning to WHO workforce, health policy practitioners, health workers and other individuals. The Academy will act as a globally accessible school for the future which combines the latest technologies in digital and remote learning with advancements in adult learning science to offer innovative, personalised and multilingual learning that meets priority needs.

DESCRIPTION OF DUTIES

General duties:

  1. Provides technical leadership and managerial support within the Department, in the area of learning programme delivery and impact measurement ensuring that activities in this area are carried out efficiently and effectively.
  2. Manages the programme area in delivering its objectives through efficiently managing a team of technical staff, contractors, financial resources and agile work planning to optimise the programme's deliverables in line with the mandate of the Academy.
  3. Leads and conducts research on best practices in learning delivery and impact measurement and steers capacity building in the respective area of work.
  4. Manages the monitoring and evaluation and reporting of the subject area of work, of key performance indicators and reporting requirements and mechanisms to optimise performance of Academy deliverables. Serves as the technical reference among the peer community, UN agencies and other stakeholders at the technical levels in the area of expertise.
  5. Liaises with and utilizes partnerships with key stakeholders including educational and learning institutions, UN agencies, donors or research institutions in learning delivery and impact measurement to position the technical area of work.
  6. Represents the programme area of work at various meetings to advocate for learner-centered and competency-based lifelong learning.
  7. Performs all other related duties as assigned.

Specific duties:

  1. Develops innovative global learning programme delivery strategies and methodology, for online, blended and in-person learning programmes, including simulation exercises, with the goal of maximizing equitable learner access and learning impact, in alignment with the Academy's quality standards and liaising with the other Academy technical workstreams.
  2. Collaborates with the multilingualism team in applying culturally relevant learning experiences within various county contexts.
  3. Oversees implementation of all programme delivery, logistics, and integration in project management and quality systems.
  4. Oversees the testing process for new Academy learning programmes.
  5. Coordinates, with the Academy's technology unit, the release of new learning programmes on the learning platform.
  6. Creates a best practice approach to mutual recognition of learning achievement by in country stakeholders and other learning providers.
  7. Oversees the development and equipment of in-person training facilities in all WHO regions.
  8. Develops and oversees implementation of programme delivery reporting.
  9. Develops and manages partnerships in all WHO regions for indirect programme delivery.
  10. Develops and manages a roster of trainers.
  11. Develops a standardized system for train-the-trainer programme as well as overseeing topic-specific modules for trainers to ensure consistency and compliance for all WHO Academy trainers.
  12. Develops, in collaboration with the Academy's Quality team, the strategy, tools and procedures for monitoring, evaluation and impact measurement of the learning programmes delivered.
  13. Oversees the implementation of all learning programme monitoring, evaluation and impact measurement activities.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in education, adult learning, learning technologies or field related to the functions of the position.

Desirable:

  • A PhD in one of the above-mentioned fields.
  • Certification in agile project or product management (Prince 2, Scrum Product Owner, Scrum Mater or equivalent).

Experience

Essential:

  • A minimum of 10 years of professional experience in the management of digital and blended adult learning delivery and impact measurement.
  • A minimum of 5 years of progressive experience working with developing/implementing learning programme evaluation and impact strategies and tools.
  • A minimum of 2 years using agile and LEAN approaches with demonstrated experience of successful delivery of complex cross-functional or interdependent systems implementation.
  • Demonstrated experience managing in-person learning programmes including simulation.
  • Demonstrated experience at the international level.

Desirable:

  • Experience working within the UN.
  • Experience working in learning design applied in a health-related field.
  • Experience in leading transformation initiatives in digital learning and competency-based learning approaches.

Skills

  • Concrete skills in the design, development and evaluation of competency-based adult learning programmes.
  • Strong skills in the area of developing and establishing adult learning polices and strategies.
  • Excellent skills and ability in managing diverse teams and financial resources.
  • Good skills in mobilizing resources.
  • Ability to engage and communicate effectively and diplomatically with internal stakeholders and external partners including education and learning institutions, Academia, Ministries of Health, Donor institutions, Civil Society, and other stakeholders.
  • Commitment to collaborate effectively with other key partners in the adult learning and learning technologies and innovations area.
  • Strong skills and knowledge in the use of Agile and LEAN methodologies.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3302 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
