OBJECTIVES OF THE PROGRAMME

The overall objective ofthe HFI programme is to provide leadership and action in supporting Member States to adopt sustainable and pro-poor health financing systems in order to enhance progress towards Universal Health Coverage (UHC). The Programme works to achieve this by supporting countries to design and implement sound resource pooling arrangements and pre-payment mechanisms that ensure financial risk protection; improve allocative efficiency of health resources, and ensuremore efficient and equitable use of resources through the formulation of results-oriented health budgets and alignment of health financing reforms with public financial management systems. The Programme supports and builds the capacities of countries in the following areas: development and implementation of robust health financing policies, strategies, and reforms; promoting pro-health (such as on tobacco, alcohol and added sugar) and pro-poor fiscal policies; designing, implementing and monitoring strategic purchasing mechanisms, linking health financing to sector results and aligning payment systems with benefit entitlements; and conducting and institutionalizing health expenditure tracking, utilizing the evidence generated in policy dialogue and decision making; generating high quality evidence, including assessing equity and efficiency in the health sector for monitoring financial risk protection. It also countries to undertake costing, economic evaluation and analysis of the impact of changes in health status on economic growth; and to mobilize increased and sustainable funding for health through the development and promotion of the use of investment cases. The goal is to enable countries in the WHO African Region ensure evidence-based policies and strategies are in place to achieve universal access to high-quality, integrated, health services, increase the coverage and quality of effective interventions, and to create mechanisms to measure the impact of those strategies and interventions.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:Provide vision and guidance for WHO's work in Health Financing and Investment in the African Region, including, leading the HFI Programme and coordinate the development of regional HFI policies, strategies, programmes and activities incollaboration with other WHO technical clusters, and partners, in an integrated manner in the context of Universal Health Coverage, ensuring people-centred approaches across the life course to address the priority health problems of different population sub-groups; Developand manage the implementation, monitoring and evaluation of HFI work plans and budgets within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures, whilepromoting integration of similar intervention in the HFI Team;Provide leadership to and manage the HFI staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, while promoting the principles of integrity, equity, value for money, and a respectful workplace in accordance with the Organization's policies, rules, procedures, and values;Drive the team members' collaboration with other clusters and programmes to ensure that HFI interventionsare integrated in strategies on universal health coverage, primary health care, sexual, reproductive, maternal, newborn, child and adolescent health and ageing, and communicable diseases and non-communicable diseases programmes;Facilitate the sourcing and provision of expert technical assistance to country HFI programmes, including promoting the use of technical resource networks and leveraging in-country institutional capacities to enhance sustainability, and oversee the provision of coordinated support for the adaptation and implementation of the WHO policies and strategies on HFI;Coordinate the development and implementation of regional and country capacity-building policies, strategies and approaches towards the implementation of best practices on all aspects of HFI;Conduct high level advocacy and policy dialogue and establish/strengthen partnerships, including with academia, professional associations, inter-governmental and non-governmental organizations and institutions, for the harmonization and alignment of actors and resources in the formulation and implementation of national action plans, as an integral part of strengthened and resilient national health systems, in order to improve access to quality essential HFI services at all levels;In collaboration with the Assistant Regional Directors' cluster, identify research needs and priorities aimed at improving health financing, investments and social protection activities at country level, including promotion and strengthening of research capabilities, and support the addition of new knowledge and technologies into country health systems;Oversee the collaborative and proactive support to countries in the development and implementation of monitoring and evaluation policies and strategies to facilitate reporting on progress towards regional and national HFI targets, including promoting the dissemination of lessons learned and good practices;Support the Cluster Director in communicating the achievements and results of the work of the HFI Programme; in collaboration with the Communications and Programme Budget Monitoring Units;Facilitate resource mobilization for the UHC/LC Cluster by using innovative strategies for resource mobilization, targeting traditional and new donors in collaboration with other technical clusters, External Relations, Partnerships and Governing Bodies Team and WCOs;Provide expertise and technical advice to the Regional Director, the Cluster Director and Senior Management in the areas of Health Financing and Investments;Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in health economics, social statistics, and/or quantitative economics, complemented by training or degree in health financing. Desirable: Training or degree in Public Health or advanced degree in health systems, econometrics, or quantitative methods.

Experience

Essential: A minimum of 10 years of international and national leadership in managing programmes in health economics, health financing, and econometrics in resource-limited countries. Desirable: Experience in financial analysis of health investments, preferably in inter-governmental agencies or the UN system.Work experiences that are diverse, incorporating private sector, NGOs, other UN Agencies, or governmental Health.

Skills

Globally respected level of technical expertise and knowledge in public health and HFI with broad practical knowledge of related programmes, policies and strategies and their application in developing and developed countries;Proven leadership skills in the planning, management, and coordination of large, multi-disciplinary, international, public-health and/or HFI programmes, which should include the implementation of a public health/disease control programmesStrong analytical skills and ability to negotiate in the context of diverse views;Strategic thinking with the ability to analyse and integrate diverse and complex, quantitative, and qualitative data from a wide range of critical sources; Excellent skills in using innovative strategies for resource mobilization and targeting traditional and new donors;Ability in managing diverse teams and financial resources;Proven skills in develop a strong partnership across multiple groups, organizations, and individuals towork towards a common goal but with different capabilities and methodologies.

Use of Language Skills

Essential: Expert knowledge of English or French with Working knowledge of the other. Desirable: Intermediate knowledge of Portuguese. The above language requirements are interchangeable.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4805 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
