- A minimum of seven years of experience in auditing, internal control, risk management or financial management.
- At least two years of experience leading a team.
- Demonstrated experience at the international level.
- Strong skills in the area of quality assurance.
- Strong knowledge and skills in the area of financial management, audit, internal control mechanism, and accounting.
- Excellent written and oral communication skills, with proven ability to produce high quality reports for decision makers.
- Ability to maintain effective working relationships with people of different national and cultural backgrounds.
- Expert knowledge of English.
- Intermediate knowledge of French.
- Intermediate knowledge of Arabic.
Contract

To provide accounting policy guidance and support throughout the Organization. Ensure effective financial controls exist and are properly managed. Support efforts to fully implement International Public Sector Accounting Standards (IPSAS). Direct and coordinate the monthly and yearly financial closure processes at the country, regional and headquarters. Allocate costs to projects, maintain reserve balances, and perform all routine monthly accounting processes. Monitor the general ledger and take action where necessary to correct errors. Generate donor, statutory and management financial reports. Act as a focal point for countries, regions, technical units, Global Service Centre and other business areas for all accounting matters.
DESCRIPTION OF DUTIES
- Perform country risk assessments and develop country level risk-based frameworks based on these.
- Develop risk rating scales and schedules of consequences for IPs when assurance activities reveal that funds have not been spent according to the agreement.
- Develop and propose annual global assurance plan based on country risk assessments for both spot checking of Purchase Orders and field country missions to obtain sufficient assurance on the correct implementation of WHO grants.
- Coordinate regional assurance activities together with Regional Offices. Coordinate the engagement of external Third Party Monitoring (TPM) firms to conduct assurance activities in hard to reach countries and areas when necessary.
- Liaise with other UN agencies (UNICEF; FAO; etc.) and entities (UNITAID, etc.) to request sharing Implementing Partner assessments (UN partner Portal, HACT) already performed by sister agencies, where available.
- Participate in region-led assurance missions to countries to ensure a harmonized approach to assurance activities is applied across the organisation as well as ensuring effective knowledge sharing amongst colleagues across WHO working on harmonized assurance activities.
- Supervise and oversee the work of the Assurance Officer with the GAH team.Regular communication with ECA and Regions on findings and recommendations.
- Regular and frequent communication with regional counterparts on all QA related issues is essential to ensure seamless collaboration with regional quality assurance colleagues and other colleagues to ensure full adherence to harmonized assurance activities globally.
- Recommend adjustments to relevant polices/ processes/ tools based on findings.Supervise and oversee the work of the Assurance Officer P2 at GAH.
- Provide performance assessment reports and analysis on assurance activities globally as well as other tasks and analyses assigned by Head of Expenditure at FNM/ECA.Perform all other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: Advanced university degree (Master's) in Business Administration, Financial Management, Auditing, Economics or another relevant field. Desirable: Professional Certification in auditing /accounting, such as Certified Internal Auditor, Certified Public Accountant or Chartered Accountant.
Experience
Essential: A minimum of seven years of experience in auditing, internal control, risk management or financial management. At least two years of experience leading a team. Experience in assessing internal controls mechanisms. Demonstrated experience at the international level. Desirable: Audit experience with an international public accounting firm. Experience working in an international organization. Public sector experience.

Strong skills in the area of quality assurance.

Strong knowledge and skills in the area of financial management, audit, internal control mechanism, and accounting. Excellent written and oral communication skills, with proven ability to produce high quality reports for decision makers.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1630 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
