OBJECTIVES OF THE PROGRAMME

The overall objective of the Programme is to provide leadership and action in enabling Member States in the WHO African Region to reduce the morbidity, mortality and disability associated with the major environmental hazards to health and risks to communities, including climate change, poor air quality, drinking water, sanitation and hygiene, chemicals and toxic wastes towards the attainment of Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs).The Programme buildsand strengthens strategic partnerships with global and regional partners, forsynergy and harmonization of strategies and approaches to enhance the capacity of Member States to develop, implement, monitor and evaluate multi-sectoral, integrated, evidence-based, and people-centered policies, strategies and plans; to increase regional and country awareness of the threats of climate change and other environmental risk factors to human health; and to mobilize support to mitigate theirnegative impact. It supports countries to plan and implement initiatives inpromoting water safety, improved hygiene and sanitation and sound management of hazardous chemicals and toxic wastes. The Programme also supports countries to develop and implement Health National Adaptation Plans (HNAPs) to climate change and early-warning and response systems for climate-sensitive diseases within the wider context of integrated disease surveillance and response (IDSR). It also enables emergency operations to address environmental health hazards and the socio-cultural and economic conditions influencing the process of response, through risk communication and social science research relevant to environmental health hazards. In addition, the Programme ensures that all relevant sectors adequately address risks to, and other determinants of, health with enabling resources by engaging in partnerships and mobilizing resources with relevantstate and non-state actors and networks.The goal is to enable countries in the WHO African Region to develop andimplement evidence-based policies and strategies that will help them achieve universal access to high-quality, integrated, health services; increase the coverage and quality of effective interventions; and measure the impact of those strategies and interventions.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:Lead the CHE Programme and coordinate the development of regional CHE policies, strategies, programmes and activities in collaboration with other WHO technical clusters and partners, in an integrated manner in the context of UHC. This involves, inter alia, collaborating with other UHP teams to integrate climate and health concerns in the promotion of healthy settings; working with the EPR Cluster to integrate climate-sensitive diseases and environmental hazards in emergency preparedness and response plans; working with the ULC Cluster on WASH and waste management in health facilities as part of improving quality of health services; working with the UCN Cluster on promotion of healthy environments to control vector-borne and other infectious diseases;Develop and manage the implementation, monitoring and evaluation of CHE work plans and budgets within the framework of WHO Staff Rules and Regulations, financial rules and AFRO accepted procedures;Provide leadership to and manage the CHE staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, while promoting the principles of integrity, equity, value for money and a respectful workplace in accordance with the Organization's policies, rules, procedures, and values;Drive the team members' collaboration with other clusters and programmes to ensure that respective interventions are integrated in strategies on universal health coverage, primary health care, and prevention of infection and vector-borne diseases;Oversee the provision of coordinated support for the adaptation and implementation of WHO policies and strategies on CHE and related service delivery models at primary care level, including the development of national protocols and guidelines for their integrated management;Oversee the development and implementation of regional and country capacity building, strategies and approaches to promote best practices in all aspects of CHE, including safe drinking-water, adequate sanitation and hygiene promotion, and management of major environmental hazards to health and risks to communities; Facilitate the sourcing and provision of expert technical assistance to country CHE programmes, including promoting the use of technical resource networks and leveraging in-country institutional capacities to enhance sustainability;Conduct high level advocacy and policy dialogue and establish/strengthen partnerships, including with academia, professional associations, inter-governmental and non-governmental organizations and institutions, for the harmonization and alignment of actors and resources in the formulation and implementation of national action plans, as an integral part of strengthened and resilient national health systems, in order to improve access to quality CHE services at all levels;Identify research needs and priorities, including strengthening of research capabilities, and support the addition of new CHE knowledge and technologies into country health systems;Oversee collaborative support to countries in programme monitoring and evaluation to facilitate reporting on progress towards regional and national CHE targets, dissemination of lessons learned and good practices; and providing technical inputs into global surveys and reports;Support the Cluster Director in communicating the achievements and results of the work of the CHE Programme in collaboration with the Communication and Programme Budget Management Units;Contribute to resource mobilization for the UHC/HP Cluster, including but not limited to drafting proposals and proactively participating in resource mobilization campaigns, in collaboration with other technical clusters, External Relations, Partnerships and Governing Bodies and WHO Country Offices; Provide expertise and technical advice to the Regional Director, the Cluster Director and Senior Management in the areas of environmental hazards to health and risks to communities, including climate change, poor air quality, drinking water, sanitation and hygiene, chemicals and toxic wastes.Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced degree in either Environmental health, Public Health, Environmental/Civil/Sanitaryengineering or Environmental science/management. Desirable:

Experience

Essential: Aminimum of 10 years' experience - at national and international levels - in planning, implementing, monitoring, and evaluating environmental health strategies, policies and programmes;Experience in the design and management of environmental health programmes in low resource settings;Experience in implementing programmes or initiatives and managing issues around climate change; occupational and workplace health; Water, sanitation, and hygiene (WASH), and/ or chemicals management Desirable: Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health related agencies will be an advantage.

Skills

Technical expertise and knowledge in Climate Change, Health and Environment, with broad, practical knowledge of related programmes, policies and strategies and their application in developing and developed countries;Extensive CHE-specific and programmatic knowledge of large-scale Public Health programmes, and integrated monitoring & evaluation approaches;Strategic thinker with the ability to analyse and integrate diverse and complex, quantitative, and qualitative data from a wide range of sources; Demonstrated ability to provide clear direction and technical, authoritative advice and guidance to multiple stakeholders and partners;Excellent skills in resource mobilization, management and accountability;Proven capacity to produce results, managing and delivering projects on-time and on-budget; Ability to engage, build consensus and communicate effectively and diplomatically with Member States, donors, country governments, partners, and media.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4125 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
