Salary

The salary for this job should be between 162,977 USD and 204,248 USD.

OBJECTIVES OF THE PROGRAMME

The mission of the Division of WHO Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain all hazard emergencies, as described under the IHR (2005) and to provide effective relief and recovery to affected populations. The WHE Division brings together and enhances WHO's operational, technical and normative capacities in health emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

The European Centre for Preparedness for Humanitarian and Health Emergencies (PHHE) aims at strengthening WHO/Europe Member States' capacities in preparedness for humanitarian and health emergencies through innovative, collaborative and sustainable approaches to capacity building, including through the development and implementation of training opportunities in emergency and disaster risk reduction, the provision of tailored country support in sustainable capacity building, and the facilitation of access to capacity building resources in the Region.

DESCRIPTION OF DUTIES

Generic duties

• Provides technical leadership and managerial support within the Division, in the area of Training and Learning Solutions ensuring that activities in this area are carried out efficiently and effectively.

• Develops and proposes technical health policies and strategies for implementation through collaboration with WHO Headquarters Regional and Country Offices and provides advice in developing further the training and learning solutions for strengthening and improving technical capacity of target clienteles.

• Manages the programme area in delivering its objectives through efficient managing a small team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.

• Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.

• Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.

• Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise.

• Liaises with and utilizes partnerships in other UN Agencies, Donor, or research institutions in the training and learning solutions area to position the technical area of work and implementation into Global and/or National policies.

• Represents the programme area of work at various meetings to advocate for training and learning solutions.• Performs all other related duties as assigned.

Specific duties

• In collaboration with WHE Europe Programmes, develops and maintains the WHE Europe Training portfolio and develop training curricula to respond to specific capacity building needs.

• Assists WHE Programmes in the development of training curricula to respond to specific capacity building needs

• Supports the capacity building component of other projects hosted by PHHE.

• Contributes to the development of the strategy of the Centre for Preparedness for Humanitarian and Health Emergencies.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree (Master's level) in education, social or behavioral science with specialization in the development of training activities. Desirable: A PhD in one of the above-mentioned fields. Studies or sound knowledge of instructional design and/or monitoring and evaluation processes.

Experience

Essential: A minimum of 10 years of professional experience in the management of training and learning programmes, including experience in the area of health policies and strategies. Demonstrated experience managing human and financial resources. Demonstrated experience at the international level. Desirable: Experience in project management with emphasis on designing, coordinating and organizing training courses and distance training. Knowledge and understanding of WHO mandate, policies and processes. Experience of work in international organizations. Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes. Demonstrated knowledge in preparedness for humanitarian and health emergencies and emerging diseases in international context as well as strong skills related to designing and delivering training modules and tools. Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3137 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
