OBJECTIVES OF THE PROGRAMME

A. Division Mandate: To strengthen the ability of Member States to reduce the level of risk and degree of impact of health emergencies, such as outbreak and epidemic-prone disease, and food illness, through programmes and technical support that lead to improved surveillance, assessment, preparation, prevention, and response. B. Unit Mandates 1. Emerging Disease Surveillance and Response (ESR)--> To support the efforts of Member States to prepare for and handle health emergencies and disasters, by leading intersectoral collaboration efforts, and by providing technical support in the areas of programme planning, capacity-building, risk management and mitigation, and recovery/rehabilitation efforts. 2. Emergency and Humanitarian Action (EHA)--> To support Member States in reducing the impact of health emergencies, through capacity-building initiatives related to emergency management, and the provision of technical, material and financial support during major emergencies. 3. Food Safety (FOS)To contribute to the enhancement of food safety policies and practices, thereby reducing the health and socioeconomic burdens resulting from foodborne illnesses and food contamination. This is achieved by helping Member States strengthen their capacity to conduct surveillance, assess risk, institute laws and standards, and implement food safety activities.

DESCRIPTION OF DUTIES

  1. Management Strategic positioning - Regional/National workplanCommunicates, and gains the commitment of team members to, a clear view of the desired vision that is within the blueprint and agenda of WHO global and regional frameworks. Translates these directions into actionable strategies, and prioritizes goals and projects to effectively support country implementation of their health plans and policies. Promotes and drives cross-sectoral work with health officials and non-health partners. Project/Programme managementPrescribes the team's work processes and drives the execution of plans and programmes. Ensures that monitoring mechanisms are set up to track and evaluate success against goals. Reallocates resources in response to changing priorities and available funding. Effectively works through bureaucracy in pursuing objectives. Functions as both technical and management facilitator, bridging WHO project work to the needs of Member States. When assigned in the country office, working closely with the National Government, the incumbent directs the execution and ensures the alignment of projects and initiatives across the various WHO programmes, and integrates these efforts to ensure a comprehensive approach to health interventions and the resolution of cross-cutting issues. Team managementLeads, directs, and manages the team. Builds a competent team by securing the best resources, allotting learning opportunities, and providing ongoing coaching and feedback. Sets clear performance expectations, delegates effectively, and monitors and measures progress against objectives. Helps members remove barriers and constructively deal with diversity and change, and establishes collaborative relationships based on respect and sensitivity. Builds trust through own authenticity and follow-through on commitments.2. Technical capacity (see mandate for specific information)Stays abreast of key health concerns and utilizes knowledge and expertise to systematically analyse issues, overcome obstacles and make key decisions that result in the effective application of technical support to Member States. Leads initiatives and innovation around research, forecasting and clinical studies. Engages in strategic level dialogue to influence national policy, and ensures consistency of policy advice from the team and programme staff.3. Enabling capacity Networking/Fund raising/Partnership:Actively secures opportunities to build partnerships across an extensive network of contacts, including donor partners and national focal points. Collaborates with this network to set objectives and implement national programmes, in order to leverage ideas, promote mutual values, and obtain resources and funds. Leads the proposal writing activities in the team. Proactively influences, and incorporates plans with other functional units within and beyond the Regional Office, including external partners and WHO Headquarters. Capacity buildingShapes the long-term capacity-building programme of Member States. Oversees the approach and tactics of the WHO team. Takes responsibility for self-development and influences the professional growth of others, so as to maintain and elevate both personal and team standards of competence and credibility. As such, ensures accurate, comprehensive and timely practice of the performance management and development system for all staff. Advocacy/CommunicationOversees and provides overall direction in all advocacy and communications activities, with the goal of influencing national policy makers and helping establish effective health practices of all sectors of society. Offers technical input as necessary. Presents technical briefings to ensure accurate and consistent delivery of corporate messages and WHO advice by team and programme staff.Specific roles to be undertaken within this jobUnder the supervision of the WHO Representative, Papua New Guinea, and guidance of the Director, Programme Management, the incumbent performs the following functions: (1) Serves as the OHE Team Coordinator, with responsibilities of supervising and coordinating the programmes of the team including Emerging Disease Surveillance and Response, Disaster Risk Management for Health and Food Safety; (2) Provides overall guidance/leadership in WHO's work supporting PNG and assures high-quality technical assistance for communicable diseases control and public health emergencies such as emerging disease outbreaks and disasters;(3) Monitors and supports implementation of the global and regional strategies for communicable diseases prevention and control programmes, food safety, the Asia Pacific Strategy on Emerging Diseases and the International Health Regulations;(4) Supports the strengthening of the PNG Field Epidemiology Training Programme through technical guidance, advocacy, training and mentorship;(5) Assures timely compilation, analysis, interpretation and dissemination of information on public health programmes including communicable disease control programmes and emergencies, or potential public health emergencies, including emerging and outbreak-prone disease;(6) Coordinates the permanent Health Cluster for disaster risk management and humanitarian response in the country;(7) Leads the WHO Country Office implementation of activities to improve food safety management systems;(8) Engages in resource mobilization as necessary to assure adequate funds are available for OHE programmes; (9) Promotes effective advocacy for WHO communicable disease control and public health emergency-related activities in close consultation with WHO information/communication focal points and promotes WHO goals and positions through policy dialogue at different levels; and(10) Manages and supervises, where appropriate, staff in the Country Office.Expected specific outputs/outcomesWell-defined strategy in the management and operations of the Outbreaks and Health Emergency (OHE) programmes and projects, in support to the work plan of the National Department of Health of the Government of Papua New Guinea (PNG). Effectively aligned strategy and well-managed resources of the budget centre, including sufficiency funding and external support, and functions as a key resource in the application of research and expertise in the respective field of public health.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or health science with post graduate degree in public health, infectious disease control, public health emergency management or equivalent. Desirable: Graduate degree in epidemiology is highly desirable.

Experience

Essential: Minimum of ten years' experience in managing public health programmes at senior level and management of emerging infectious disease control programmes in both national and international level. Desirable: Previous working experience with UN agencies and other nongovernmental organizations in low- or middle-income country is highly desirable. Work experience in the Pacific would be an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5383 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
