OBJECTIVES OF THE PROGRAMME

The Division of Administration and Finance provides full range of administrative and financial support and services to all regional activities and programmes to facilitate the achievement of WHO objectives. Enabling and support functions. Administrative support services necessary for the efficient functioning of the Organization provided.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Administration and Finance, the incumbent will perform the following duties:

1). Oversee and monitor the information flow of the office of the Director, screening, sorting, analysing and identifying areas requiring action by the Coordinator or Director;

2) Disseminate information on administrative procedures to GS staff in the Division of Administration and Finance and assist staff of in adhering to WHO administrative procedures;

3) Draft replies to general and administrative correspondence on the basis of instructions or on own initiative, and finalize such correspondence;

4). Monitor deadlines, reminding responsible staff of such and ensuring that correspondence and queries are responded to in a timely manner;

5) Maintain a record of all incoming communication with appropriate system of referral and follow up, update monitoring files of DAF's Office, and maintain filing systems, ensuring that all activities supported are traceable and accessible, as required;

6). Assist in gathering, compiling and maintaining information relevant to the administration and finance, including various statistics required by DAF;

7). Screen and receive visitors and telephone calls with tact, discretion, making appointments and updating of DAF's calendar, answering queries and/or redirecting visitors and callers with diplomacy and courtesy, obtaining background information on the purpose of appointments;

8). Initiate, through Oracle/GSM procurement module the necessary procurement of goods and services contracts, monitor and record receipt of deliverables, and initiate and monitor payments and receipts as needed;

9). Support the organization of unit/division and Regional Administration Network meetings, activities etc, including the typing of lists of participants, preparation of travel requests, files, presentations and slides, reservation of meeting rooms and hotel accommodation;

10). Using the Global Management System (GSM), prepare travel requests for official WHO travel. Make flight and hotel reservations, prepare travel files and deal with other related matters as requested or on own initiative;

11). Perform other related duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential: Graduation from secondary school or equivalent with thorough training in secretarial duties and office practices.

Experience

Essential: At least five years of experience in administrative and/or secretarial positions.

Skills

-Thorough knowledge of office procedures.

-Ability to discern routine from non-routine tasks and ability to draft routine correspondence.

-Skill in the use of word processing equipment and standard office software.

-Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 638,273 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
