OBJECTIVES OF THE PROGRAMME

* Objective of the Programme and the Immediate Strategic Objectives

The Information Technology Group (ITG) provides information and technologies management and support services to the WHO technical programmes in the Region. The unit is also responsible for the formulation, implementation, and coordination of IT strategies and policies in the Region.

DESCRIPTION OF DUTIES

* Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives)

Under the direct supervision of the Manager, Information Technology, and as a member of the IT unit, the incumbent provides a variety of secretarial, administrative, coordinating, and monitoring services in support of project/programme activities and implementation. Typically, the incumbent performs the following administrative and secretarial duties including but not limited to:

1) Participates in the financial, budgetary, and planning process by utilizing the appropriate tools particularly the Enterprise resource planning (ERP) system (GSM/BMS). Using the ERP, supports in monitoring aspects of the implementation of regional and country office activities and availability of funds for project/programme budget levels and financial expenditures in accordance with approved projects.

2) Assembles draft background materials for planning and monitoring of procurement activities; initiates procurement processes in the ERP system, monitors deliverables and ensures timely payment of invoices;

3) Monitors ITG's Contracts with contact information of suppliers, organizing regular service contracts meetings. - Ensures that software licenses, maintenance contracts, and subscriptions are renewed on time and new licenses and agreements are recorded accordingly.

4) Facilitates the payment of all ITG invoices including for GPN charges. Administers back charging of GPN monthly charges and other related expenditures to country offices and Regional Office units, as appropriate.

5) Supports and keeps track of IT office staffing including planning of office spaces, recruitment of new staff, contract extension of existing staff, creation and revision of terms of references and post descriptions; and management of contracts of outsourced personnel;

6) Acts as Leave Administrator for IT unit, monitors absences and leaves taken by staff and ensures their appropriate entry in the ERP.

7) Receives, screens and distributes incoming correspondence, attaches background correspondence, information or related file as necessary and forwards to the staff concerned, draws their attention to specific issues/problems as necessary.

8) Establishes and maintains the unit's filing systems (electronic and hard copies) of technical documents and correspondence, creating background files and compiling reference material as appropriate, accessing, and retrieving information from relevant databases and updating them as required. Screens and receives visitors and telephone calls with tact, and discretion, making appointments, answering queries and/or redirecting visitors and callers with diplomacy and courtesy, or obtaining background information on the purpose of appointments.

9) Organizes duty travel for IT staff, including preparing Travel requests, checking timetables and costs with the WHO WPRO Travel Agency (or external resources), flights and hotel reservations, and dealing with other related matters (visa, etc.) in an independent manner.

10) Monitors deadlines across the unit, reminding staff members of such and ensuring that correspondence and queries are responded to in a timely manner.

11) Participates and provides support in the organization of team and departmental meetings, workshops, seminars, etc., and provides assistance to other teams with the preparation of such, as needed. Makes general administrative preparations, including travel arrangements, organizing practical local arrangements and advance transport of documents/equipment as appropriate, and provides administrative and secretarial support during the meetings

Perform various information technology-related duties including but not limited to:

12) Works and Coordinates closely with the Regional Service Desk channeling escalated queries and requests for support to ensure their timely resolution.

13) Coordinates with relevant staff to ensure the continuous upkeep of ITG meeting room facilities, equipment, and furniture.

15) Using SharePoint, update various sections of the IT unit intranet site, as necessary.

16) Maintains the IT unit Procurement System to manage the complete life cycle of the IT inventory from acquisition to disposal.

Educational Qualifications

Equivalent to graduation from secondary school education

Desirable

Degree in administration, management, or a related field. Training in the field of Information Technology is an advantage.

Experience

* Essential

At least five (5) years of progressive experience in secretarial/administrative posts or other related fields.

Desirable

Experience working as part of or in close collaboration with an IT Service Desk to provide IT support

Experience in WHO or other UN agencies and international organizations is an advantage.

Use of Language Skills

Essential: Expert knowledge of spoken and written English.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position

includes an annual net base salary starting at PHP 757551 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
