You have:
- Completion of secondary education supplemented by training in a field related to the work performed.
- At least three years of relevant experience in Procurement.
- Excellent knowledge of English.
- Excellent knowledge of Arabic.
- Knowledge of French is desirable.
- Experience in Procurement and Logistics and support areas in another UN/international organization would be an advantage.
- Knowledge of WHO Manual, rules, practices, offices procedures and organization structure is desirable.
Contract
This is a G-4 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 4 years of experience, depending on education. More about G-4 contracts.
OBJECTIVES OF THE PROGRAMME
The Department of Business Operations(BOS) is responsible for providing efficient and effective support services to all programmes and activities of the organization in the Eastern Mediterranean Region (EMR) in respect of budget and finance, human resources and talent management, administration, procurement, information technology, security and staff health and well-being.The procurement and Supply Services Unit (PSS) is responsible for procurement and delivery of supplies and services essentially needed for the implementation of WHO collaborative programme activities.Using mechanisms such as umbrella agreements and electronic commerce, the unit ensures promotion of more autonomous methods of purchasing in order to provide continuous support forprogramme delivery in a rational and sustainable manner.Procurement of goods and services entails timely and cost effective provision of medical and non-medical supplies, equipment and services for theimplementation of the EMR countries' health collaborative programmes as well asemergency operations resulted from epidemic, man-made and/or natural disasters.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties: Assist in the preparation of the requests for quotation. Arrange for official Tender Openings, download offers, add/update files/data on sharefolders and/or OneDrive on regular basis and uploadall relevant documents to GSM. Draft comparative statements and analysis sheets. Draft and type routine correspondence and documents relating to shipping activities in accordance with standard office procedures, follow-up on Greenlight approvals with the country,drafts follow-up correspondence pertaining to execution and safe receipt of supplies and overseas shipments. Prepare instruction letters to PRI unit and/or registry for clearance of goods and follows-up timely delivery of goods to the end-users. Follow-up withsuppliers and accounts payable to affect payment timely ensuring noissues/holds on payment. Maintain and update records related to shipping documents/receiving reports, claim documents and insurance. Upload related shipping documents in on GSM. Preparing Supplier Performance evaluation reports.
REQUIRED QUALIFICATIONS
Education
Essential: Completion of secondary education supplemented by training in a field related to the work performed. Desirable: University degree in business administration or related field is an asset.
Experience
Essential: At least three years of relevant experience in Procurement. Desirable: Experience in Procurement and Logistics and support areas in another UN/international organization would be an advantage
Skills
Proven knowledge of procurement regulations and procedures. Demonstrated negotiation skills. Very good organizational skills, ability to meet deadlines. Good analytical skills. Knowledge of WHO Manual, rules, practices, offices procedures and organization structure is desirable.

REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at EGP 245,042 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
