Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership with policy-oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Statistical Institute for Asia and the Pacific (SIAP), located in Chiba, Japan, was established in May 1970 as a centre for statistical training in Asia and the Pacific. SIAP is a subsidiary body of ESCAP with a Governing Council which reviews the administration and financial status of the Institute and the implementation of its programme of work. SIAP's mission is to strengthen, through practically oriented training of official statisticians, the capability of the developing members and associate members and economics in transition of the region to collect, analyze and disseminate statistics as well as to produce timely and high quality statistics that can be utilized for economic and social development planning, and to assist those developing members and associate members and economies in transition in establishing or strengthening their statistical training capability and other related activities.

The Institute supports the overall work programme of the ESCAP Statistics subprogramme. This position is located in SIAP, Chiba, Japan. The incumbent reports to the Lecturer/Statistician.

Responsibilities Under the direct supervision of the Lecturer/Statistician and the overall supervision of the Deputy Director and Director of SIAP, the incumbent is required to perform the following duties:

  • Performs a wide range of office support and administrative functions.
  • Responds or drafts responses to routine correspondence and other communications including drafts and sends invitation letters for events which SIAP organizes including training and session of the Governing Council of SIAP, and monitors and records participation to these events; uses standard word processing package to produce a wide variety of large, complex documents and reports. Submits draft documents and reports of the sessions of the Governing Council of SIAP to the Office of the Executive Secretary of ESCAP Arranges for the translation/interpretation of information, documents/circulars and draft correspondence for matters requiring consideration and approval by the Ministry of Foreign Affairs and the Government of Japan.
  • Monitors processes and schedules related the unit’s outputs, products, tasks, etc.; where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with relevant legal, financial and other requirements.
  • Researches, compiles and organizes information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences, etc.
  • Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format.
  • Screens e-mails, phone calls and visitors; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search, etc.), and as necessary, refers inquiries to appropriate personnel for handling.
  • Provides secretarial, administrative and logistics support to meetings, boards, committees, conferences, etc.
  • Assists in the maintenance of websites by scanning, converting and posting a variety of documents onto the site. Communicates with and sets meetings for staff members of SIAP and ESCAP, the Government of Japan and/or other relevant partners.
  • Assists in the preparation of presentation materials using appropriate technology/software.
  • Maintains calendar/schedules; monitors changes and communicates relevant information to appropriate staff inside and outside the immediate work unit. Drafts and shares SIAP newsletters. Monitors the schedule of progress of necessary actions by SIAP, including sharing their deadline with staff of SIAP.
  • Reviews, records, distributes and/or processes mail and other documents; follows-up on impending actions.
  • Updates and maintains large distribution lists; monitors, prepares and distributes various materials, reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements of personal effects, including translation of related documentations. courier services, etc. Liaises with, the Ministry of Foreign Affairs and the Immigration Office of the host government in connection with the privileges and immunities, such as visas, registrations, identification documents, customs, etc.,
  • Performs general administrative tasks (e.g., arrangements for meetings and other events, reservations, budget follow-up, etc.), to include preparing and/or processing administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications, etc.). Assists in the organisation of training courses by preparing cost estimates, obtaining airfares, visa applications, issues travel authorisations, prepares travel claims, and documentations for circulation to member countries. Undertakes travel and accommodation arrangements for staff members, participants, and resource persons; assists in negotiations and arrangements with local entities for settling-in and repatriation, housing leases, family medical services, transportation requirements.
  • Maintains files (both paper and electronic) and databases for work unit. Maintains up-to-date information and procedural requirements including regularly inputs and updates data and information on plan and performance of SIAP for tables or platforms on ESCAP share.
  • Assists in providing software and office equipment support. Responsible for the maintenance of office equipment, supplies and obtaining quotations for replenishment, etc. Assists in the inventory control and records management of United Nations property.
  • Provides guidance to less experienced staff on general office processes and procedures, computer applications, etc.
  • Performs other related duties as assigned.

    Education High school diploma or equivalent is required. A recognized first-level university degree is desirable.

    Work Experience A minimum of three years (or one year with a bachelor’s degree) of experience in administrative functions or general office support is required.

    Working experience in dealing with governmental agencies is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Working knowledge of Japanese is desirable. Knowledge of another official United Nations language is an advantage.

    Special Notice This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.
