OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional, and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people-centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights, and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, mental health, public health, and socialcare services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

The WHO European Centre for Primary Care in Almaty, Kazakhstan is a European reference point on primary health care led health system policies with a focuson demonstrated country impact. Building on the legacy of the Alma-Ata and Astana Declarations, the Centre focuses on developing pragmatic and actionable policy recommendations to strengthen primary health care using a multi-disciplinary approach.The Centre contributes to all three pillars of the EPW and each of its four flagships. It aims to inspire action at country level to move towards UHC by producing and disseminating state-of-the art evidence on effective models of primary health care within an overall integrated health systems approach. The Centre contributes to strengthening the role of primary health care in health emergencies including in the continued COVID-19 pandemic. Finally, it contributes to better health and well-being by strengthening primary healthcare to address upstream determinants of health through greater integration with public health services, and through stronger links to mental health, long-term care, social services.

DESCRIPTION OF DUTIES

As part of the WHO European Centre for Primary Health Care (PHC) in Almaty, Kazakhstan, to provide standard administrative and logistical assistance to teams tasked with the implementation of specific deliverables.

Assist with the following aspects of routine administration: scheduling meetings, producing routine correspondence and official documents based on instructions from other staff, maintaining and updating of relevant documents/information repositories, managing flow of visitors and facilitating their entry/exit to the office in liaison with UN security personnel, booking and setting up physical and online conference and meeting rooms.

Provide support to the procurement of goods and services. Support preparation of registering suppliers, and to the preparation of consultants.

Prepare administration and logistics of both external and internal meetings and events including but not limited to hospitality arrangements, production and dissemination of correspondence and documents and liaison with local partners/suppliers as relevant and necessary, and ensuring smoothly functioning digital connections.

Prepare duty travel arrangements for the Centre's staff including the raising of travel authorizations, making flight and hotel reservations, checking visa/immigration requirements and support preparation of travel claims.

Provide informational and logistical support for visas and other administrative procedures.

Provide support to the staff of the Centre regarding visa, diplomatic and service cards, local registration number, banking and mobile phone services upon settling in.

Track expiry of documents and support renewals. Maintain up to date information about entry and re-entry procedures to Kazakhstan and inform staff on duty travel as well as visitors.

Prepare official communication to facilitate visa procedures for invited visitors of the Centre. Manage interactions with customs formalities at all levels, facilitating the receipt/delivery of goods and formalization of payments to suppliers.

Manage telephone and email enquiries and requests for information managing the Centre's generic email account.

Ensure and regularly check functioning of office premises including connectivity, check shared space and equipment, stock office supplies, set up conference and meeting rooms including connections, ensure neat organization and cleaning of premises, and liaise with building management for repairs and improvements.

Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent. Desirable: Relevant higher education or post-secondary school courses in a field relevant to the position.

Experience

Essential: At least 3 years of progressively responsible experience in the secretarial/administrative field, preferably in an international environment/setting. Desirable: Relevant experience in WHO, the UN or other international institutions.

Skills

Demonstrated organizational skills and ability to deliver results within assigned timelines. Demonstrated good interpersonal communication, drafting and note taking skills. Documented good knowledge of Microsoft Office 365 standard applications. Demonstrated ability to work in a fast-paced environment while keeping focus on quality. Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at KZT 5,604,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
