OBJECTIVES OF THE PROGRAMME

WHO Country Office (WCO)collaborates with the Government of Bangladesh and relevant stakeholders withinthe framework of the collaborative Country Cooperation Strategy (CCS) topromote universal health coverage (UHC) through health systems strengtheningbased on primary health care. The WCO programme of work supports the GOB in: 1.Advocating for a more integrated human resource development approach; 2.Facilitating the delivery of high quality and integrated people-centered healthservices; 3. Ensuring equity in national health policies, strategies and plans,including through formulation of legal and regulatory frameworks; 4.Implementing key sectoral strategies such as the National Maternal HealthStrategy and the National Newborn Health Strategy; 4. Further strengthening ofcapacities in generating information and utilizing evidence as well as in ensuringaccess to quality maternal, newborn, child and adolescent health services..

DESCRIPTION OF DUTIES

Under the direct supervision of Technical Officers (RMNCAH and NUT), and broad guidance of the Deputy Representative to Bangladesh, the incumbent provides office and secretarial support as follows:

Office Support:

  • Screen and distribute incoming correspondence, attaching background information or related file and forwarding to staff concerned, highlighting issues requiring attention;
  • Draft correspondence on own initiative or on the basis of instructions; to finalize correspondence/reports for signature;
  • Ensuring conformity with WHO standards; assist in preparing presentations; follow-up on deadlines to ensure timely response;
  • Obtain documents and information from in-house and external sources and undertake information searches based on brief instructions/guidance;
  • Maintain filing systems and ensure easy accessibility and retrieval of records.

Programme Support:

  • Screens WHO documents (e.g. proposals, agreements) before processing through the Global Management System (GSM);
  • Prepare assignment contracts for consultants, Direct Financial Cooperation (DFC), Agreement for Performance of Work (APW), Technical Services Agreement (TSA) and General External Services requests (GES), record receipt of deliverables and initiate and monitor payments as needed.
  • Initiate requisitions for goods procurement and record receipt of deliverables as per the guidance by team leader.
  • Check all obligating documents, entering relevant information available from GSM or other on-line systems, ensuring the availability of funds and updating files, as instructed by supervisor.
  • Maintains, updates and makes the necessary follow-ups on expenditure records, preparation of local purchase orders for supplies and equipment and preparation of monitoring reports for supervisor, when required;
  • Assists the supervisor in monitoring the implementation of the MNCAH and NUT workplan for PB 2022-23
  • Follow-up on program implementation, drawing the attention of the supervisor or other senior staff to problems, inconsistencies, and delays.
  • Keep track of all contract extensions and renewals, checking and ensuring that funds are available for the proposed contract;

Meetings/Duty travel:

  • Support the organization of meetings, workshops, seminars, etc. including typing of lists of participants, preparation of travel requests, letters of invitation, files, presentations and slides, reservation of meeting rooms and hotel accommodation to all the participants. Prepare travel requests for official travel, make flight and hotel reservations, prepare travel files and other related matters as requested.

Other duties

  • Provides secretarial support to consultants and visiting staff, when required;
  • Perform other related duties as required or instructed, including providing support to other areas of work as assigned

REQUIRED QUALIFICATIONS

Education

Essential: Completionof Secondary school education Desirable: University degree is an asset and a Master ofBusiness Administration (MBA) is an additional asset. Training in administrativeand office management practices would be an advantage.

Experience

Essential: At least three (3) years' experience insecretarial/clerical/administrative work Desirable: Experience in WHO or in another UN/internationalorganization would be an advantage. Having worked overseas in the area ofadministrative support is also an advantage.

Skills

Thorough knowledge of modern officeprocedures and practices. The incumbent keepsabreast of changes in procedures and practices, rules and regulations,organizational structure, in the department, and WHO;Ability todraft standard correspondence;Ability to handle work in a timely and accurate manner withtact and discretion, as required;Ability tomaintain and update knowledge in the use of office technology through in-housecourses, on-the-job training and/or self-training

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at BDT 1,253,926 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
