Contract

This is a G-4 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 4 years of experience, depending on education. More about G-4 contracts.

OBJECTIVES OF THE PROGRAMME

To provide policy guidance and support across SEA Region on financial / accounting matters, Imprest Accounts management, DFC clearance, income/award, budgetary management, etc. Ensure effective controls exist and are operational regarding Imprest Account operations; and that monthly closure of Imprest Accounts is carried out in accordance with the standard operating procedures and eManual provisions.

DESCRIPTION OF DUTIES

Under the direct supervision of the Executive Associate and overall guidance of the Finance Officer (FO), the incumbent will:

  • Process invoices involving GST/VAT received for payment.
  • Regularly reconcile GST/VAT GLs, verify information received from WCO-India with corresponding GST/VAT GL for the purpose of filing GST/VAT Returns.
  • Download GST invoices from Airlines portal, compile the information and reconcile with the statement received from WHO Travel Agent for the purpose of filing GST Returns.
  • Compile information for timely filing of periodic GST/VAT Returns.
  • Review and clear DFC Receipts received for BFU's clearance.
  • Pass Journal Vouchers for WCOs replenishment and clearance of clearing GLs. Assist in clearance of invoices-on-hold.
  • Assist SHI Team in processing/filing of claims as per the need.
  • Assist Finance unit in movement of documents, bulk photocopying and scanning in extenuating situations.
  • Maintain chronological log of incoming invoices (IPOs and non-IPOs), invoices processed and regularly update the same to answer any query.
  • Draft comments/correspondence related to the incumbent's area of work.
  • Work as back-up for other Executive Assistants in BFU during their absence.
  • Perform any other duties as assigned by the supervisor(s).

REQUIRED QUALIFICATIONS

Education

Essential: Secondary school education with specialization in budgeting and accounting. Desirable: Diploma/certificate of specialization in accounting and IT an advantage. Training in computer application including excel.

Experience

Essential: At least three years' experience in accounting/administrative work. Desirable: Experience in UN or a similar international organization.

Skills

A good understanding of WHO procedures and ability to interpret WHO Manual provisions related to Imprest, DFCs, standard operating procedures issued by ROs and HQ, etc.; Understanding of WHO ERP system (GSM) and accounting principles in general, an advantage; Skills to operate computer with ease; Excellent knowledge of MS Excel spreadsheets and its application for conversion of data into user friendly reports.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 650,860 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
