Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Asian and Pacific Training Centre for Information and Communications Technology (APCICT) was inaugurated on 16 June 2006 as a regional institute of ESCAP, and is located in Incheon, Republic of Korea. The Centre’s mission is to strengthen the efforts of the member countries of ESCAP to use ICT in their sustainable development through human and institutional capacity building. To meet this objective, APCICT’s work is focused on three inter-related pillars – Training, Advisory Services, and multi-stakeholder dialogue and partnership. Together they form an integrated approach to ICT human capacity building.

This position is located in APCICT, Incheon, Republic of Korea. The incumbent reports to the Programme Officer.

Responsibilities Under the direct supervision of the Programme Officer, and overall supervision of the Director of APCICT, the incumbent is required to perform the following functions:

•Performs a wide range of office support and administrative functions, including assisting in providing organizational, coordination, logistical and administrative support to the implementation of ICT capacity development projects and e-learning activities. •Provides assistance in developing and upgrading e-learning contents and the operation of the APCICT e-learning platform (APCICT Virtual Academy). •Responds or drafts responses to routine correspondence and other communications; uses standard word processing package to produce a wide variety of large, complex documents and reports. •Monitors processes and schedules related to the Centre’s programmes and activities. •Researches, compiles and organizes information and reference materials from various sources for reports, work plans, studies, briefings, meetings/conferences, etc. •Generates a variety of standard statistical and other reports, work orders, etc., using various databases. •Proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format. •Assists in the maintenance of e-learning platform (APCICT Virtual Academy) and websites by scanning, converting and posting a variety of documents onto the site. •Assists in the preparation of presentation materials using appropriate technology/software. •Updates and maintains large distribution lists; monitors, prepares and distributes various materials, reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements, courier services, etc. •Performs general administrative tasks (e.g. arrangements for meetings and other events, reservations, budget follow-up, etc.), to include preparing and/or processing administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications, etc.). •Maintains files (both paper and electronic) and databases for work unit. •Assists in providing software and office equipment support. •Performs other related duties as assigned.

Education High school diploma or equivalent. Relevant first-level university degree in combination with one year of qualifying experience may be accepted in lieu of three years of required experience.

Work Experience A minimum of three years of progressively responsible experience in general office support or related area is required. Experience in maintaining websites or e-learning portal is desirable. Experience with the United Nations Common System or international organizations is desirable. Experience working in the field of ICT for Development is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment Qualified applicants may be evaluated through a competency-based interview and/or other assessment methods.

Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the APCICT office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
