Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
The Special Programme provides support to developing countries and countries with economies in transition to enhance their sustainable institutional capacity to develop, adopt, monitor and enforce policy, legislation and regulation for effective frameworks for the implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention and SAICM.
The Special Programme intends to support country-driven institutional strengthening at the national level, in the context of an integrated approach to address the sustainable financing of sound management of chemicals and wastes, taking into account, national development strategies, plans and priorities of each country, to increase sustainable public institutional capacity for the sound management of chemicals and wastes throughout their life cycle.
The position is located in the Economy Division, Chemicals and Health Branch, Secretariat of the Special Programme, at the Geneva duty station. Under the overall supervision of the Head of the Chemicals and Health Branch, and the daily supervision of the Programme Management Officer of the Special Programme Secretariat, the incumbent will be responsible for the following duties:
Responsibilities Performs a wide range of office support and administrative functions: responds or drafts responses to routine correspondence and other communications; uses standard word processing package to produce a wide variety of large, complex documents and reports; monitors processes and schedules related the unit’s outputs, products, tasks, etc.; proofreads documents and edits texts for accuracy, grammar, punctuation and style, and for adherence to established standards for format; screens phone calls and visitors; responds to moderately complex information requests and inquiries (e.g. answers requests requiring file search, etc.), and as necessary, refers inquiries to appropriate personnel for handling; maintains calendar/schedules; monitors changes and communicates relevant information to appropriate staff inside and outside the immediate work unit; reviews, records, distributes and/or processes mail and other documents; follows-up on impending actions; maintains files (both paper and electronic) and databases for work unit.
Provides guidance to less experienced staff on general office processes and procedures, computer applications, etc.; performs general administrative tasks (e.g. leave and attendance recording, arrangements for meetings and other events, reservations, budget follow-up, etc.), to include preparing and/or processing administrative requests/documents (e.g. requisitions, purchase orders, travel requests, contracts, expenditure authorizations, visa applications, etc.)
Where applicable, assists in the verification of receipt and accuracy of requisite documents, approvals, signatures, etc. to ensure compliance with relevant legal, financial and other requirements; including review of progress reports submitted by implementing partners to confirm consistency and compliance with the relevant project cooperation agreements.
Researches, compiles and organizes information and reference materials from various sources for databases, reports, work plans, studies, briefings, meetings/conferences, etc; compiles and maintains a tracking table to record key information on new applications for funding under the Special Programme; generates a variety of standard statistical and other reports, work orders, etc., using various databases.
Provides secretarial, administrative and logistics support to meetings, boards, committees, conferences, etc and in particular meetings of the Special Programme’s Executive Board; assists in the maintenance of websites by scanning, converting and posting a variety of documents onto the site; assists in the preparation of presentation materials using appropriate technology/software;
Performs data entry and extraction functions, including updating the Secretariat’s project database and assisting in the preparation of project documentation to be annexed to the project cooperation agreements by populating reporting templates with specifics of newly approved Special Programme projects; updates and maintains large distribution lists; monitors, prepares and distributes various materials, reports, where possible using electronic formats; handles arrangement for printing and translation as necessary; coordinates shipment arrangements, courier services, etc.
Performs other duties as may be assigned.

Education Completion of high school diploma or equivalent is required.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.
The GGST is administered to applicants when required before the administration of a written assessment and/or interview.
Work Experience A minimum of three (3) years of experience in general office support, administrative support and project management support functions is required. Experience in data entry, data extraction and preparation of standard reports is required. Experience using information technology tools, particularly spreadsheets and database management applications as well as presentation tools is required. Experience in working with the United Nations or any other international organization is desirable. Experience with Enterprise Resource Planning (ERP) software, and in using HR and project management platforms is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of Spanish is desirable.
NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
Assessment Evaluation of qualified candidates for this position may include substantive assessment, such as a written test, which will be followed by a competency-based interview.
