JOB PURPOSE

WFP is seeking a qualified individual to fill the role of a Partnerships Officer to support the PCR unit. While managing the day-to-day partnerships at the country office, the Partnerships Officer will need to drive WFP’s effective positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP in Pakistan while supporting Pakistan’s drive to achieve zero hunger, and emphasizing WFP’s contributions in this regard.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Manage a portfolio of partnerships and proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, gathering of partner intelligence, including forecasting, using key corporate information systems (WINGS, Salesforce, WFP Go) and assess results; data/trends analysis and outreach plan to maximise resources and leverage policy and technical support for WFP’s work; all while ensuring partner visibility and compliance with partner terms and conditions. 2. Support the implementation of a work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP’s strategic objectives under the CSP 2023 – 2027. 3. Engage with other functional units in the Country office, RBB and Country offices, where required, on WFP’s thematic, regional and country-specific offerings, developing content and language that speak to individual partners and align with ongoing policy dialogue. 4. Draft quality briefing materials in support of outreach opportunities, proactively highlighting strategic opportunities and issues to senior management, while proposing options for the best course of action to nurture and cultivate trust and interest in WFP’s work. 5. Support the preparation of join events, meetings, etc that can advance WFP’s interests and objectives. 6. Support functional units on partnership strategies under the overall umbrella of the partnerships action plan; extend support on partnership and contribution management in line with corporate policies, processes and legal agreements to ensure the submission of high-quality proposals and report writing, where required, by engaging with relevant internal and external stakeholders. 7. Facilitate partnership growth by exploring opportunities to expand existing partnerships and scope of new partners, guidance by intelligence, analysis and assessments. Present recommendations to the head of partnerships and senior management. 8. Contribution to the preparation of partnership proposals, strategic agreements, join strategies or MOUs, ensuring compliance with corporate norms, processes and procedures, Ensure quality control of content by engaging with relevant function units. 9. Coordinate internally and manage the development of internal and external written material for management and donors on thematic areas (to be identified). 10. Any other duties as assigned.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCES

Education: Advanced University degree in political science, international development, development economics, international relations, law, marketing, communications, social sciences or other relevant field; or First university degree with additional 2 years of related work experience.

Experience: Minimum 5 years of relevant postgraduate professional experience in designing & developing long term partner relationships and expanded engagements across different sectors and geographies.

• Has a solid understanding of government and corporate strategies and priorities and proven experience in development multi-stakeholder partnerships • Has proven experience in exploring new opportunities and providing inputs to design and develop solutions with prospective partners • Has designed and managed resource mobilization processes and resource strategies, negotiated contract terms and provided resourcing advice to senior management • Has demonstrated understanding of partners’ focus areas and knowledge of internal capabilities to create a unique value proposition for partners • Has experience using technology and digital tools for data visualization, analysis • Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, donor partners. • Demonstrated ability in team management and collaboration. Language: International Professional: Fluency (level C) in English language.

ORGANIZATIONAL CONTEXT

This job will be based in Country Office Islamabad, Pakistan and the partnerships officer will be under the direct supervision of the Head of Partnerships and receive overall guidance from the Country Director and Deputy Country Director.

WFP Pakistan's Partnerships, Communication, and Reporting unit is dedicated to fostering collaborative partnerships and alliances with a diverse range of internal and external stakeholders and partners, including the federal and provincial governments, government partners, UN agencies, intergovernmental institutions, international financial institutions, individuals, corporations, foundations, NGOs, and academia. The primary goal of the unit is to identify potential partners and establish strong relationship to explore and create partnerships that align with the overall CSP partnerships strategy. These partnerships aim to create an enabling environment to support the implementation of WFP Pakistan's CSP (2023-2027). The unit also plays a vital role in maintaining regular communication with partners, providing them with updates and reports on project developments to ensures transparency throughout the process. By leveraging external resources, expertise, and networks through strategic collaborations and communications, the unit plays a pivotal role in maximizing the impact of the WFPs efforts in Pakistan and globally.
