Result of Service The National ID Program is looking for a creative and passionate Graphics Content Designer & Developer to support the overall visual communication of the program on a wide range of projects and media to visualize and develop innovative graphic designs that meet the program goals through high impact designs and quality visual products.

Work Location Addis Ababa

Expected duration For a period of 6 months starting from the date of the signature of the contract.

Duties and Responsibilities 1. Background

The National Identity (National ID) Initiative

The Government of Ethiopia is implementing a digital National ID Program (National IDP) initiative focused on rolling out an identification system that is aligned with international best practices, including the Principles on Identification for Sustainable Development.

Led by the National ID Program and supported by the Prime Minister’s Office (PMO) and Ministry of Innovation and Technology (MInT), National ID is a five-year program (2021 – 2026) set to introduce a new nation-wide foundational digital ID that will gradually serve all Identity use-cases in the nation — to offer an inclusive, residence-based and digital identification system, and ultimately support Ethiopia’s digital transformation agenda. The National ID initiative will be implemented in various phases, including an initial pilot period, to enable lessons learned and technical iterations prior to a scale-up and nationwide roll-out throughout Ethiopia. The pilot phase will be complete in the first quarter of 2022, after which transition to the main country roll-out will take place. Technology-wise, an Ethiopian custom-version of the Modular Open-Source Identification Platform (MOSIP) will be used as the ID Management System.

2. Duties and Responsibilities

Under the direct supervision and Coordination of digital center of excellence, Chief of technology and Innovation Section the individual contractor will:

¿ Work with the National ID Program on a wide range of projects and media, using various computer software to visualize and develop innovative graphic designs that meet the program goals. ¿ Obtain input from management and technical teams, ensure designs meet National ID Program standards and brand expectations, express ideas accurately, and represent the National ID or donors/ stakeholders appropriately ¿ Collaborate, brainstorm, and strategize with multiple teams for a wide range of materials that may include documents, web pages, presentations, signages, and communication materials. ¿ Layout and design brochures, banners, posters, booklets, leaflets, PowerPoint templates, flyers, and business cards as needed for both printings and electronic distributions ¿ Develop concepts and execute original content determining ideal usage of color, text, font style, imagery, and layout ¿ Improve and edit communication materials, photos, charts, and other graphic elements as needed ¿ Ensure that all publications, reports, and products are produced in line with National ID requirements. ¿ Manage the design and uploading process of all project material, understanding best practices for using a content management system ¿ Liaising with external printers on a regular basis to ensure deadlines are met and material is printed to the highest quality.

Qualifications/special skills Academic Qualifications: High school diploma is required. Bachelor's Degree is desirable. Experience: A minimum of 3 years experience in graphic designing and content development is required. Experience in strong theoretical and practical background in graphic design, including the use of design software such as Adobe Creative Cloud suite and Basic motion graphic design, video editing, GIF, 3D software, and animation skills are advantageous is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this consultancy fluency in English is required. Knowledge of another UN language is desirable.
