Duties and Responsibilities Background

The Centre of Excellence for Digital ID, Trade and Economic has been established to drive digital initiatives at the Economic Commission for Africa, Headquarters in Addis Ababa. The Centre's programmes drive digital transformation initiatives to support member states in making full use of the many opportunities of digitalization to meet their socio-economic targets and commitments to SDGs and Agenda 2063. These initiatives include, Digital ID, National Digital Transformation Strategies, eCommerce, AI Research, 5G Trials, Digital Interoperability, Harmonization of Policy & Regulation, and ePayments, all to support Member States. The center's work is anchored on harmonizing standards, regulation, infrastructure, and capacity development on the African continent to develop digital identity, electronic Civil Registration and Vital Statistics (e-CRVS), and the economy. To achieve the digital transformation goals at the sub-national, national, and continental levels, a holistic, interoperable, and sustainable civil registration, vital statistics, and identity management system is required. Since January 2022, the Digital Center for Excellence is integrated within the Technology and Innovation Section of the Division on Technology, Climate Change and Natural Resources Management (TCND).

Duties and Responsibilities:

Under the guidance of the Director of Technology, Climate Change & Natural Resource Management Division (TCND) and the supervision of the Chief of the Technology and Innovation Section, the Consultant will perform the following tasks: - Coordinate digital capacity-building initiatives targeting African young women and girls through organizing coding camp workshops and innovation fairs to equip 100,000 learners with the right mindset, knowledge, and skills to narrow the digital divide and skills gap. - Facilitate the operationalization of project-focused platforms (e-learning, monitoring, and business linkage platforms) to increase multi-users participation and optimize benefits for ensuring long-term project sustainability - Provide assistance in planning and implementation of women’s idea stage tech startup-focused supporting initiatives to empower female entrepreneurs and promote the development of tech solutions that solve the continent’s problems. - Manage the recruitment of 1000 African fintech practitioners to join the 10x1000 Tech for Inclusion Training Program and Community aiming to create African drivers of digital economic growth. - Create meaningful engagements on high-level forums and conferences to enhance project visibility, and establish potential synergies with like-minded organizations, and promote project outcomes. - Assist with organizing and convening meetings/events, including all relevant preparations, preparing background documents, taking notes of meetings, and compiling documents for communication materials of the section. - Support technical meetings/workshops and conferences on Digital ID by serving as secretary to the committees, and ad hoc task forces to take notes, draft summary reports and strategic documents for documentation, assessment report, and presentation purposes; and monitor follow-up actions, etc. - Support data collection, undertake research, compile, analyze, and summarize basic information for specific programmes/ projects such Digital ID and interoperability project. - Perform any other related tasks as may be required or assigned by the supervisor.

Qualifications/special skills Advanced University degree (Master's Degree or equivalent) in Economics, Business, Management, Public Administration, Social Sciences or related field or other relevant area is required. A Bachelor's degree in Economics, Business, Management, Public Administration, Social sciences or related field of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. A minimum of 5 years' work experience in programme assistance, including programme planning, coordination, monitoring and evaluation, and reporting for capacity-building and programme development roles is required. Excellent oral and written skills; excellent drafting, formulation, reporting skills; accuracy and professionalism in document production and editing is desirable. Experience in setting priorities, budgets, work plans, participating in programme development and programme writing is desirable.

Languages English and French are the working language of the United Nations. For the consultancy advertised, fluency in English is required. Knowledge of the other language is desirable.
