Result of Service The following are the major expected results of this assignment: a) Develop an overarching strategy for the adoption of digital identity for the delivery of public services across various spheres of governance. b) Development of high value uses cases prioritization linked with the Kaduna State Development plan under the auspices of the region’s digital strategy and aligned with the national Development plan. c) Develop an implementation road map for the operationalization of the priority use cases d) Develop regional capacity on the management and implementation of the roadmap

Duties and Responsibilities 1. Introduction: Enhancing functionality of Digtial ID Systems: Use cases Identification and Optimization The Kaduna State government has embarked upon a visionary Digital Transformation strategy entitled “Digital Strategy for the Government and People of Kaduna State” aimed at advancing Information Technology to positively impact the attainment of the objectives of the Kaduna State Development Plan. Some of the key goals of the Digital Strategy are aimed at ensuring efficient and cost-effective delivery of public services, improve government transparency and accountability while reducing corruption and running costs, produce qualitative data that will improve the quality of planning and decision-making. In addition, the digital strategy also aims at enhancing education and skills development for employability and self-employment, create a smart environment that makes Kaduna the preferred destination for businesses, investors, and to live, work or play, foster entrepreneurship and innovation and grow the ICT economy of the state as well as increase citizen participation and feedback in governance and other key economic sectors.

The Governor of Kaduna State has officially requested the support UNECA to enable it to strengthen its capacity to develop and implement usable online solutions and produce vital statistics that will enable accurate planning and decision making as part of the overall regional development plan. The prime objective of the initiative is for the UNECA to provide technical, advisory, and other relevant support to the Kaduna State Government to develop a framework for digital identity based olutions in governance and implement a functional use case for the Digital identification programme. this will leverage the national digtial Identity framework currently under the National Identity Management Commission (NIMC),. The requested support aims at to initially identify a high value use case for implementing functionality of the Digital ID for socioeconomic development. A high value use case is a sectoral use case which has direct impact on the regional development target of the Kaduna State primarily as well as impact on the national development strategy of the government of Nigeria as a whole.

Cognizant of the above states goals and strategic objectives, the UNECA Digital Center for Excellence Seeks the Services of an expert consultant specialized in the development od Digtial Identity systems, interoperability and integration frameworks and systems development as well as strategizing of services integration and drawing clearly develop roadmaps for the same.

Under this role, the Consultant reports to the Chief of the Technology and Innovation Section or the designated relevant responsible officer. The key objective of the consultancy is to support the office of the Governor of the Kaduna State in close collaboration with the UNECA Digital Centre for Excellence:

a) Develop an overarching strategy for the adoption of digital identity for the delivery of public services across various spheres of governance. b) Identification of high value use cases with strong impact on the development plans of the Kaduna State and directly linking to the and national development plans of the Federal Government of Nigeria. This would include stocktaking existing sets of priority use cases identified. c) Develop a use case prioritization framework for ease of decision making. d) Based on key priority used cases identified, design a Digital ID functionality and implementation Roadmap with clearly defined time frame and financial outlay. e) Develop an Adoption and Change Management plan to ensure awareness ajd buy-in at decision-making and other relevant levels of government as a critical success factor for the development of the Roadmap and implementation of the use cases. f) Develop final performance report on the delivery of the assignment contain the key deliverables with recommendations.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in Economics, information management, or development studies or related field or other relevant area is required. A first-level university degree in Economics, information management, or development studies or related field of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 8 years of either practical substantive experience in providing advice and supporting governments in Africa in formulating national and regional strategies, policies, economic and policy frameworks towards building an economy at national level or sub-regional and regional level, or experience in economic policy research including in preparing policy in a developing country context particularly in Africa is required. Experiences with UN in general or UNECA in particular with respect to economics for development and economy initiatives in Africa is desirable. Significant experience in being able to develop technology and digital strategies that advance the developmental agenda of governments at national and sub-national levels is desirable. Language: English and French are the working language of the United Nations. For the consultancy advertised, fluency in English is required. Knowledge of the other language is desirable.
