1. Organizational Context

a. Organizational Setting The position is located in the HR Planning Section of the Human Resources Management Department (HRMD). This Section is responsible for ensuring that WIPO can achieve its mission by having the right people with the right skills and competencies in the right place at the right time. This involves supporting managers in the design and implementation of HR plans within the results-based management (RBM) framework; recruiting new staff with the skill and abilities that the Organization will need in the future; and sharing accountability with managers in job design and ensuring human resources are used effectively to support the goals of WIPO.

b. Purpose Statement The incumbent is required to provide a proactive and consultative HR service to staff and sectors under his/her responsibility. She/he will act as a consultant on human resources management and organizational changes, and communicate with the senior management to express new ideas and suggest solutions, considering the HR regulatory framework, budget constraints and the organization's culture.

c. Reporting Lines The incumbent works under the supervision of the Head of the HR Planning Section. She/he works closely with management and employees in the allocated Sector(s) to facilitate good management practices build morale and increase effectiveness.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Act as business partner and first contact point for management-related HR matters and provide analysis and advice on resolving issues; coordinate implementation of decisions with administrative areas.

b. Keep abreast of developments and ongoing activities in programs under her/his responsibility; regularly review workforce plans with program managers to better adapt the Organization's workforce to evolving business realities and constituents' needs; ensure implementation of new organizational structures in accordance with strategic HR priorities.

c. Use and encourage the effective use of HR analytics by managers to facilitate succession planning, talent management and optimum resourcing; analyze data and statistics for reporting and planning purposes and share information with concerned stakeholders.

d. Assist managers in establishing clear roles and responsibilities for staff in the context of overall organizational design and classification standards to ensure compatibility across the Organization; provide advice on job design and drafting of job descriptions.

e. Manage the recruitment process and serve on appointment boards for work units under her/his responsibility, ensuring a fair and transparent process in line with applicable regulations and procedures; provide advice and guidance on recruitment procedures and regulatory frameworks.

f. Keep informed of and develop knowledge on HR-related legal issues; work with legal officers and provide input in reply to legal cases; ensure managers are apprised of important issues to make informed decisions and to take appropriate action; provide substantive input to the resulting development of HR guidelines and policies.

g. Serve as secretary for or participate in internal committees, panels and meetings; prepare papers and reports, organize meetings and execute recommendations of the committee; participate in interagency meetings on matters under the responsibility of the Section.

h. Maintain level of specialization by keeping up to date with HR developments and best practices in other international organizations in the public and private sectors; carry out comparative analyses and make proposals for improvements and policy development.

i. Undertake other tasks as required.

3. Requirements

Education (Essential) First-level university degree in Human Resource Management, Economics, Sciences, Social Sciences, Business Administration or related field.

Education (Desirable) Advanced university degree in Human Resource Management, Economics, Sciences, Social Sciences, Business Administration or related field. Certification in Data analytics / HR data analytics.

Experience (Essential) At least six years of relevant professional experience including as an HR Business Partner aligning HR initiatives and functions with business objectives and needs. A relevant advanced university degree may be accepted in lieu of two years of experience.

Experience (Desirable) Experience using HR analytics as a basis for decision-making. Experience with HR practices and employee management. Experience with workforce planning.

Language (Essential) Excellent knowledge of written and spoken English.

Language (Desirable) A good knowledge of French and/or other UN official languages.
