Result of Service The overall objective of the assignment is to support the operationalization of the CF. This involves retreats and working meetings of the UNCT, PMT and Results Groups to agree on priorities and expectations related to key annexes to the UNSDCF and to guidance and technical expertise to develop the documents: (1) Governance arrangements and TORs; (2) the Partnerships and Resource Mobilization Strategy, (3) the concept and TOR for a One UN Country Pooled Fund; (4) the Communications Strategy, (5) the Multi-year financing framework; and (6) the Joint Workplans and a One UN Country Pooled Fund) (JWPs). A second phase of the assignment is to support the Results Groups and UNRCO to prepare the results-based annual report 2022.

Expected duration The assignment will be for 55 working days during 1 May 2022 to 31 March 2023

Duties and Responsibilities Under the overall guidance of the UN Resident Coordinator, and the supervision of the Head of RCO, the selected consultant will be responsible for preparation, implementation and administration of the assignment, which includes but is not limited to:

  • Finalize narrative of CF and results framework based on final feedback from GOT and other partners during validation process

  • Prepare (May 2022): (1) Draft Governance Paper and Draft TORs (2) Outline for Partnerships and RM strategy and draft concept paper for the Country Pooled Fund; (3) In consultation with UNRC and UNRCO, prepare objectives and designs for June working meetings/ retreats

  • Facilitate a series of sequenced retreats and working meetings of the UNCT, PMT, and UNCG (June 2022): UNCG working meeting (1 day) to define strategic communications objectives for the UNSDCF and develop the outline and elements of the communications strategy; PMT working meeting (1 day) to review governance arrangements and TORs for the PMT and Outcome Results Groups (RGs); Reach a common understanding about the role of the PMT and capacity requirements; and identify preliminary ‘signature’ joint initiatives of the UNSDCF that could be positioned as funding windows/joint programmes for a country pooled fund; A joint UNCT/PMT retreat (1 day) to: (1) Validate the governance arrangements and TORs including expectations for results-based reporting; (2) Identify strategic objectives and priorities for the CF Partnerships and Resource Mobilization strategy, including the potential for a country pooled fund and preliminary signature initiatives. A UNCT retreat (1 day) to: (1) Address outstanding questions related to the CF Partnerships and RM strategy, including the country pooled fund (2) Finalize the CF configuration concept; (3) Hold a ‘shock absorbers’ discussion: Going forward, how should the UNCT address shocks to the system (e.g. pandemic, global crisis)

  • Finalize UNCT configuration paper based on feedback from UNCT and GoT (June)

  • Finalize the CF governance arrangements and TORs (June)
  • Draft and finalize the CF Partnerships and RM strategy, including country pooled fund, with inputs from UNCT, PMT and RCO (July-Sept)
  • Review, quality assure and edit the final draft Communications strategy prepared by UNCG

Joint Work Plans (Sept-Oct 2022) - Design and facilitate virtual meetings with RGs to review TOR and expectations and ‘kick-start’ preparation of JWPs - Design and facilitate virtual meetings with RGs to kickstart preparation of the Funding Framework for Joint Workplan

Annual results-based annual report (Feb 2023) - Design and facilitate 2 day working meeting with RGs to begin preparation of the results-based annual report for 2022 - Follow-up meetings as needed with UNCT, PMT, RGs and RCO.

Throughout the process, the consultant will rely on the Office of the UN Resident Coordinator and the UNCT for support and advice. The RCO will facilitate contacts with UNCT via e-mail or Team when necessary. Consultations throughout the process will be encouraged to ensure identification of appropriate priorities. The UN RC Office and all agencies, using available support and resources from Regional Offices and HQ as relevant, will make available all necessary documents for review in the context of this exercise. Under the leadership of the RC, the Annexes will be prepared according to the Cooperation Framework guidance on Annexes.

Qualifications/special skills Academic Qualifications: Advanced University degree in international development, economics, social sciences or related field; MA required, PhD an asset

Experience: - A minimum of 10 years of professional experience specifically in the area of international development initiatives in working with development organizations; - Extensive knowledge of and experience in systems thinking and applying, qualitative and quantitative analytical methods; Ability to identify beneficiaries’ needs, and to match them with appropriate solutions – demonstrated in at least 2 initiatives; - Technical competence in undertaking complex analysis which involve use of mixed methods; - Knowledge of UN role, UN reform process and UN programming at the country level, particularly strategic programming; Familiarity with the 2030 Agenda and SDG related processes. - Excellent writing and analytical formulation skills with demonstrated experience in preparing strategic and programming documents or similar analytical documents – at least 2 engagements of similar nature; - Strong understanding of the development and political context and working experience in the closer region
