To expand reach and improve data management on all its programmes, UNICEF Haiti makes use of U-Report, a new technology which enhances quality of services and information management. To date, over 26,000 Haitians have registered to U-Report and will be able to answer polls on all UNICEF programmes: Child protection, Education, Health, Nutrition, Water, hygiene and sanitation, Social Policy. U-reporters can also help inform preparedness and response to emergencies, adolescents and young people' issues as well as help in PME data collection.

How can you make a difference?

The Technology for Development (T4D) Officer will help support the use, roll-out and implementation of U-Report (https://ureport.in/) , Activity Info (https://www.activityinfo.org/) and other mobile-based innovations.

• He/she will contribute to and support the implementation, design, testing, maintenance, quality assurance and the training of users for U-Report and Activity Info to enhance UNICEF Haiti's work to improve the situation of children's rights by facilitating young people's voices to be heard;
• He/she shall provide T4D oversight functions with ICT systems and support the Government data collection institutions with information security policy and procedures and risk analysis following the principles for digital development including open standards, open data, open source and open innovation on children's rights.
• He/she will work with UNICEF Haiti sections to identify, work with and coordinate information technology with implementing partners.

Technical- Ensuring that the U-Report system is functional, maintained and managed with respect to ethical considerations.

• Build and maintain the U-Report website for Haiti in coordination with UNICEF's Global Innovation Centre and the software developer.
• Ensure regular interaction with partner telecommunication companies maintaining contractual relations (renewal, maintenance, negotiations)
• Implement and monitor the technical strategy of U-Report in Haiti. Supervise technical partners (software developer/CONATEL, DIGICEL, NATCOM) and support efforts to solve technical issue
• Provide technical and mobile services-related expertise on an as-needed basis
• Arrange testing and technical launch of the project in cooperation with technical partner

Engagement and Communication - Work with UNICEF programme sections as well as relevant external partners to develop social media content for diffusion via U-report, including interactive polls designed to inform and engage communities on children's rights related to Child protection, Education, Health, Nutrition, Water, hygiene and sanitation, Social Policy, Emergencies, Youth and Adolescents' issues as well as PME data collection.

• In collaboration with programmes and Communication sections develop an action plan including outreach and monitoring components for the various launch stages of U-Report Haiti

• Support partners and government counterparts, when needed, to engage young people on the issues identified by U-Report or by themselves.

• Manage digital, audio-visual and print initiatives to promote and provide feedback to U-Reporters with support from the implementing partners and content developers
• Adapt promotional materials with the in-house Graphic Designer, based on feedback from youths, partners, government counterparts, communities, etc.

• Work with UNICEF and relevant partners to define thematic areas and send out weekly/bi-weekly U-Report polls

• Provide reports based on poll results that UNICEF and partners will use to help monitor and develop their programmes.

• Meet with Government officials when needed to use U-Report-collected data to address quality, supply and accountability issues.
• Organize and support offline events and meetings with partners and other sections to promote U-Report.
• Adapt existing guidelines and materials for training partner staff on promotion of U-Report
• In line with work on U-Report, develop and support a network of change makers and set up u-report clubs.
• Work with communities, local innovators, youth organizations, cultural and religious organizations, NGOs, the private sector, local media and academia to provide a forum to brainstorm and test new innovative ideas, encourage the development of new thought leaders and build local capacity for T4D/innovation specifically targeted towards improved service delivery to women, young people and children in Haiti.
• Coordinate the U-report surveys and ensure data analysis and sharing with relevant partners
• Develop an outreach, training and roll-out strategy tailored to the purposes of birth registration and child domestic work

To qualify as an advocate for every child you will have…

• An advanced university degree in Information and Communication Technology (ICT), Computer Science, Information Science, Community Development or a related field (first university degree ).

*A first University Degree may be accepted if the relevant experience is more than five (5) years.

• At least two years' professional experience in information technology practice with a focus on Technology for Development (T4D); supporting government and/or non-governmental organization programming, including training and capacity building or equivalent professional work experience at the national and international levels.
• Familiarity with information management systems and communication technologies.
• Experience in project management and rolling out of large-scale projects especially in hard to reach areas in developing countries is highly desirable.
• Proven capacity to work with and lead collaborative teams across different locations and with different technical skills
• Proven ability to manage relationships with partners, including government ministries, youth coalitions, youth NGOs, UN organizations, NGOs and the private sector
• Strong writing and communication skills and the aptitude to handle competing priorities and messages for multiple audiences
• Fluency in French and Creole and strong proficiency in English
