The Systems Analyst reports to the Chief of PFP-ICT and the PFP-Deputy Director of Operations & Finance as Second Reporting Officer.

The organization aims to target ambitious goals in its strategic plans and the related business activities under Geneva-based divisions’ responsibility require the intensive use of robust, modern, and well-supported business applications. This post is based in Valencia, a Headquarter duty station, and leads the PFP-ICT Applications Support Unit, which manages and supports the analysis of business requirements for applications, the identification or development, the implementation as well as the operations of business application solutions. A key perspective of the Applications Support’s objectives is to manage the business information architecture within the business applications framework for all customers supported by the PFP-ICT, all in line with the UNICEF enterprise architecture and standards.

Based on the business strategies and work plans, established policies, guidelines, and service level agreements, the incumbent is responsible for managing the provision of support to the large-scale and complex UNICEF business applications and information systems pillars used by the PFP division and the PSFR countries, ECAR Region, EMOPS Geneva, and outposted units from other HQ divisions, Brussels office, and Florence office. These pillars include Enterprise Resource Planning (VISION-SAP), Enterprise Content Management, Supporter Relationship Management, Marketing and Fundraising Management, Communication and Advocacy, Analytics & Business Intelligence, and Knowledge Management. The support includes but is not limited to, analysis of business strategy, processes, and enhancement requirements; management of business applications lifecycle from project inception to operations and retirement; management of integration and interoperability of applications; alignment with ICTD standards and interfacing with ICTD-NY’s Solution Centre & Support and Platform & Service Delivery as well as with third-party solution providers, and liaising other divisions on applications capability and developing applications with shared values.

Summary of key functions/accountabilities:

1. Lead and coordinate the management of collection and elicitation of business needs and requirements analysis

1.1. Manage the collection and elicitation of business needs and user requirements, perform requirement analysis, and evaluate risks and impacts as well as cost and benefits. 1.2. Develop requirements criteria and identify or develop potential technical solutions or configuration changes for the UNICEF Business Applications. 1.3. Support the business units in developing and processing of business cases, maintain the applications capability and value records, and facilitate the related communications to relevant stakeholders. 1.4. Work with business units, and related third parties, to define, review, and document business processes, procedures, and system requirements for business applications and related information systems.

2. Orchestrate the management of systems analysis, the strategic fit as well as the solutions design and architecture, and implementation.

2.1. Manage the systems analysis and assess the feasibility of proposed solutions to user needs, functional requirements, business processes, and workflows. 2.2. Support the development of applications design and architecture. Elaborate on systems and configuration requirements, and system validation. 2.3. Develop integration requirements and maintain the integration framework to provide the set of standards supporting the integration and interoperability between applications, integration with back-end systems, and third-party tools. 2.4. Coordinate the development project concepts, objectives, and strategies, implementation plan in line with priorities and dependencies, and relevant to the Workplan, future directions, and standards. 2.5. Liaise and collaborate with counterparts in ICTD-NY for alignment with standards, shared values and global impact, optimization of effort, and global resources.

3. Manage and maintain the business information architecture and the business applications framework of the Geneva-based divisions throughout the applications lifecycle.

3.1. Lead the development and management of the division’s business information architecture that defines the division’s information assets, data source, flow, structure and classification, relationships and dependencies, as well as the alignment with the business applications framework. 3.2. Lead the development and management of the business applications framework that maps out the division’s line-of-business applications, their purpose, capabilities, architecture, and technology, as well as governance and resources. 3.3. Manage the strategic fit of new applications, and the entire lifecycle within the framework and UNICEF standards and coordinate the provision of training and support. 3.4. Lead and coordinate the development and maintenance of the management information platform for data & process integration and reporting & analysis within the business applications framework

4. Lead the provision of technical and operational support to business applications used by the Geneva-based divisions and their partners

4.1. Leads cross-functional applications to support team and develops and maintain skills, capacity, and performance of the team; develops and maintains capability and service delivery maturity of the support team 4.2. Coordinate the identification and analysis of root causes of performance issues and technical problems, and recommend and implement improvements and correction measures as per the organization’s procedures, standards, and resources 4.3. Provide oversight and support for the VISION roles management and structural authorization for ensuring segregation duties in line with the DFAM guidelines 4.4. Undertake continuous improvement efforts to maintain business applications performance, business process, knowledge base, and training materials 4.5. Coordinate the communication, integration, and user acceptance testing for the new, enhancements, changes, and upgrades to the UNICEF corporate applications 4.6. Coordinate the management of the knowledge base, the provision of training and orientation sessions on UNICEF Business Applications to all the stakeholders

Education:

• An advanced university degree (Master’s or equivalent) in computer science, telecommunications, or relevant fields, with specialized training in information systems and/or telecommunications, as below:

o Specialized training in information systems technology, information systems concepts and processes, and organizational functions and general management. o Specialized training in information systems principles, database management systems, structured systems analysis and design; information systems project management; information systems planning and policy; operating systems; client/server applications, and environment o Training in Information Technology Service Management, Networks, and Telecommunications systems

• Alternatively, a first-level University Degree in a relevant field combined with (2) additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.

o Theoretical foundations studies in Information Systems Management or Computer Science with practical applications of Business Analysis, Systems Analysis, Cloud Computing, Information Systems Design, Database Management, and Systems & Software Development.

Experience:

• A minimum of eight years of progressively responsible professional work experience in information management with increasing management-related content at national and international levels.
• Experience in Business Analysis techniques and tools, Relational and Multidimensional Databases, Information Management Systems, ICT Project Management, IT Service Management, ICT Audit and Risk Management, Software development methodology, tools, and lifecycle.
• Practical experience with ERP applications like SAP, databases like MS SQL, BI& analytics techniques & tools like SSIS, SSRS, SSAS, AAS, Power BI, etc.
• Experience with cloud infrastructure services (e.g., MS Azure, Amazon Web Services, etc.) and cloud application platforms (e.g., CRM, SharePoint Online, Digital marketing, Content Management, etc.).
• Experience in documenting software requirements specifications and design descriptions.
• Knowledge across multiple technical areas such as ICT administration, system analysis/development methods, Web management, networking and security, operating systems, applications, or business process analysis, as required.
• Solid knowledge of business processes related to Customer Relationship Management, non-profit Marketing, Fundraising activities, Online Payment mechanism, etc.
• Good understanding of systems integration techniques and tools, as well as experience in information architecture development.
• Solid understanding of enterprise software management.
• Familiarity with IT Security, Emergency Communications, ICT Operations, and UNICEF/UN Financial procedures and programs.
• Experience in a UN organization is an asset including knowledge of UN/UNICEF’s rules, regulations, and procedures.

Language requirements:

• Fluency in English is required. Knowledge of French is an asset.
• Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) is an asset.
