Support the management of financial resources and budgeting matters in IOM Slovakia.

You have:

  • High School diploma with seven years of relevant experience; or a Bachelor’s degree in Business Administration, Accounting, Finances, or related field with five years of relevant professional experience.
  • Fluency in Slovak and English is required (oral and written).
  • Strong analytical skills and knowledge of financial rules and regulations.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Discreet, detail and client-oriented, patient and willingness to learn new things.

Contract

This is a G-7 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 7 years of experience, depending on education. More about G-7 contracts.

Organizational Context and Scope

Under the overall supervision of the Chief of Mission (CoM) in Slovakia and direct supervision of the Resources Management Officer (RMO); and, in collaboration with relevant units at Headquarters and the Administrative centers, the successful candidate will be responsible and accountable for supporting the management of the financial resources and budgeting matters in IOM Slovakia.

Qualifications

Required Qualifications and Experience

Education

  • High School diploma with seven years of relevant experience; or,
  • Bachelor’s degree in Business Administration, Accounting, Finances, or related field with five years of relevant professional experience.

Experience

  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Attention to detail, ability to organize paperwork in a methodical way;
  • Prior experience in finance and budgeting sector;
  • Discreet, details and clients-oriented, patient and willingness to learn new things; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Skills

  • Strong analytical skills.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.
  • Knowledge of International Public Sector Accounting Standards (IPSAS).

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Slovak and English is required (oral and written). Knowledge of another official IOM language (French, Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Responsibilities

  1. Provide procedural guidance to managers and staff; supervise, guide and train other finance support staff;
  2. Prepare budget, accounting, financial, statistical reports and other reports as required;
  3. Manage financial resources through monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations;
  4. Provide specialized advice and support to Project Managers and/or Chief of Missions/Head of Office/Head of Sub-office on financial and administrative matters;
  5. Verify travel expense claims ensuring full compliance with IOM duty travel policy and donor requirements;
  6. Monitor compliance with financial policies, procedures, rules and regulations;
  7. Consolidate data into financial statements and assist in monitoring expenditures to ensure they remain within authorized levels;
  8. Provide regular and ad hoc financial information to support informed financial decision making;
  9. Assist monitoring that bank reconciliations for IOM accounts are regularly performed and reviewed by designated stakeholders;
  10. Ensure that disbursements are made based on proper authorizations and supported by legitimate and sufficient documentation;
  11. Prepare draft responses or respond to audit queries and follow up on audit recommendations;
  12. Review the status and monitor the proper maintenance of Vendor Accounts in accounting system;
  13. Verify vendor claims for accuracy and conformance with IOM finance policies and instructions; and,
  14. Perform other related duties as required.
