The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The overall objective of the Economy Division of UN Environment is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies, practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

UN Environment's Sustainable Mobility Unit (https://www.unenvironment.org/explore-topics/transport) is part of the Economy Division.UNEP’s Electric Mobility Programme supports member states, especially low and middle-income countries, with the introduction of electric mobility, with a focus on programs promoting electric motorcycles, electric light duty vehicles and electric buses.

UN Environment’s Sustainable Mobility Unit wishes to engage the services of a consultant for 10 months to develop a technical report titled Global Strategy for Low- and Middle-Income Countries to switch to Electric Mobility. The development of this strategy is part of UNEP’s Global Electric Mobility Programme.

Responsibilities Under the supervision of the Head, Sustainable Mobility Unit, the consultant will: 1. Coordinate the organization, research and analysis required to develop the strategy 2. Conduct a technical analysis of on-road transport modal split in countries of interest, based on existing data and models; 3. Provide a technical overview of the current and predicted number of vehicles and emissions of the on-road fleet in LMIC’s for 2020-2050, both ICE and ZEV; 4. Provide a summary of adopted policies and planned targets for switching to ZEVs/ banning ICEs in LMIC’s; 5. Provide a technical overview of the current opportunities for LMIC’s to introduce and switch to ZEVs; 6. Identify the major challenges for an LMIC ZEV transition. The challenges and opportunities overview should be at regional and/or sub-regional levels and may include: a.Awareness / capacity b.Policy / institutional c.Business models & finance d.EV readiness & infrastructure e.Environmental sustainability 7. Develop national-level case studies that highlight current and planned ZEV transition actions in leading LMIC markets 8. Develop a technical sub-regional level strategy for LMIC ZEV shift that considers modal split / application (e.g. the phase out of ICE 2&3 wheelers could come much earlier in many LMICs than the phase out of ICE cars). It should provide per sub-region the actions to be undertaken to support the countries in the sub-region to introduce policies and targets to switch to ZEVs. 9. Provide a technical overview of the current and potential cooperation between developed and LMIC countries to integrate LMICs in global targets and roadmaps, the need for global support and investment programs to achieve those targets and implement a global inclusive strategy; 10. Identify the opportunities to use existing global processes, including the Climate COPs and the UN Environment Assembly, to develop, adopt, and implement this strategy and to put in place financing mechanisms that support a global ZEV transition. 11. Collaborate with SMU team members and partners in order to obtain, analyze and develop the strategy content necessary; 12. Develop a detailed document vision and outline for team discussion; 13. Edit and ensure document cohesion and continuity; 14. Provide a final technical strategy draft for publication and/or consultation prior to UNFCCC COP 28.

Qualifications/special skills -An advanced university degree (master's or equivalent) in Environmental Sciences, Economics, Automotive Engineering or related field is required. A first-level university degree in combination with an additional two years relevant work experience may be accepted in lieu of the advanced university degree. -At least 5 years work experience in sustainable mobility is required -Substantive knowledge about technical, operational and financial issues of clean mobility and especially electric mobility is required -Experience in the development of strategy documents within the UN context is required -Prior experience working in an international organization is desirable -Sustainable mobility experience in low- and middle-income countries is desirable -Proven analytical, presentation and communication skills are assets.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.
