OBJECTIVES OF THE PROGRAMME

The Division of Data, Analytics and Delivery for Impact supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in Member States. Its goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence-informed policy decisions. The monitoring of WHO's General Programme of Work 13 2019-2025 (GPW 13) Impact Framework is also a key function. The Department of Data and Analytics is responsible for monitoring progresson the GPW 13, strengthening country health information, data generation and evidence creation in collaboration with partners and addresses critical data gaps for priority health topics. It also serves as Division focal point for collaboration with other departments about primary data generation efforts and analysis. It undertakes analysis of health trends and determinants.

DESCRIPTION OF DUTIES

Under the overall guidance of the Unit Head SCH, the incumbent will perform the following tasks:

• Design and build integrated digital applications for all data collection activities of the unit using a platform that supports longitudinal data collection.
• Design, build and test survey platform solutions that are complex or large-scale.
• Maintain and continuously improve the survey platform and associated software systems, development platforms and environments.
• Upgrade and maintain an existing Question Bank software application developed in PHP with a mySQL database to be a searchable repository for household survey modules.
• Design and maintain field mobile data collection tools.
• Support special projects related to all the above duties.
• Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential:

• A first level university degree in computer science, data science or information technology.

Desirable:

• An advanced university degree in computer science, data science or information technology.

Experience

Essential:

• At least five years hands-on experience in the design and building of applications for data collection; sound knowledge of statistical software (such as R, Stata or SAS);
• Experience developing or utilizing professional ETL tools for data integration;
• Expertise in coding and or working on the software design of survey applications using one or more of the following languages Java, Python, React/Angular, JavaScript, ODK, XLSForm and .NET;
• At least 2 years' experience at the international level.

Desirable:

• Demonstrated experience in the development of survey platforms and other field data collection tools;
• Experience within WHO or another UN international organization;
• Experience with Moodle, Survey Solutions and ArcGIS visualization products.

Skills

• Excellent IT knowledge and skills, in particular, excellent systems analysis and system design skills.
• Strong technical knowledge in object-oriented software development and databases.
• Experience in survey management and computer assisted personal interviewing tools to design and manage computer assisted surveys.
• Excellent knowledge of Java, Python, React/Angular, JavaScript,ODK, XLSForm and .NET.
• Proven skills in database administration, data integration, and data analysis.
• Excellent knowledge of STATA and other statistical applications such as R or SAS.
• Expertise working in both SQL and NoSQL database environments.
• Ability to work independently with minimum supervision yet in a collaborative and respectful manner.
• Ability to work under pressure to meet tight deadlines.
• Attention to detail is essential.
• Excellent communication skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4300 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
