Description of task

Under the guidance and direct supervision of the Knowledge Hub Coordinator, the Survey Methodology Analyst will support the implementation of the Hub’s initiatives related to collection of primary data through the use of survey instruments. The Analyst will be responsible for developing and designing surveys that evaluate and improve programs and policies as they pertain to UNDP Nigeria’s areas of intervention. The Analyst will also develop statistically sound and practical methodologies for collection of new primary data. In close collaboration with the Knowledge Hub team, the Analyst will also be responsible for analyzing and interpreting data collected as well as its maintenance.The Analyst will also provide inputs and support to other initiatives the Hub undertake including but not limited to high quality analytical reports and graphs.

Summary of Key Functions:

· Support the planning, implementation, and evaluation of surveys.

· Determine and specify details of survey projects, including sources of information, procedures to be used, and the design of survey instruments and materials;

· Design and develop quantitative and qualitative instruments that will be used for primary data collection;

· Support the development of statistically sound and practical methodologies for the collection of primary data.

· Support development of statistically and ethically sound methodologies for data collection using methods such as interviews, questionnaires, randomised controlled trials, focus groups, market analysis surveys, public opinion polls, literature reviews, and file reviews;

· Produce documentation of the questionnaire development process, data collection methods, quality control efforts, sampling designs, and decisions related to sample statistical weighting.

· Support, plan, and coordinate operations for single or multiple surveys;

· Train data collectors and interviewers;

· Develop training manuals to be used by survey interviewers;

· Coordinate with the Knowledge Hub team, other relevant UNCT teams as well as suboffices to implement data collection;

· Monitor collection of primary data and ensure are updated and stored in the Knowledge Hub’s database.

· Ensure data collection is in accordance with academic standards and perform data cleaning;

· Develop strategies and methodologies for quality assurance to ensure accuracy in data collected;

· Monitor and evaluate survey progress and performance, using sample disposition reports and response rate calculations;

· Direct updates and changes in survey implementation and methods if necessary;

· Review, classify, and record survey data in preparation for computer analysis, including the development of codebooks;

· Ensure primary data collected are updated and accurately stored and easily accessible in the Knowledge Hub platform;

· Conduct extensive research and stock-taking of relevant primary data available to identify new areas for primary data collection to evaluate, and improve programs and policies as they pertain to UNDP Nigeria’s areas of intervention.

· Conduct research in order to gather information about survey topics pertaining to areas of UNDP Nigeria’s areas of intervention;

· Identify gaps in data where they exist and propose methodologies to collect data;

· Work in close collaboration with the Knowledge Hub M&E team and UNCT teams to ensure relevant data for project monitoring and evaluation are being collected – and where they do not exist, design and implement data collection;

· Support the development of new projects and initiatives that leverages the expertise within the Knowledge Hub as well as the UNCT team to contribute to evidence-based delivery of UNDP Nigeria’s mandate. Facilitate knowledge building and knowledge sharing

q Conduct analysis (including through the use of secondary data) and interpretation of survey results using various statistical methods.

· Conduct ad hoc data analyses and present summaries and analyses of survey data, including tables, graphs, and fact sheets that describe survey techniques, results and interpretations;

· Conduct and interpret cross-sectional and longitudinal quantitative data analysis using multivariate techniques such as multi-level modelling, cluster and discriminant analyses;

· Analyze data from surveys, secondary sources, and/or case studies, using statistical software programs.

· Produce high quality analytical reports and graphs and delivered according to schedule and deadlines.

q Support the Knowledge Hub’s advocacy and research strategies.

· Coordinate with sub-office teams and other members of the Knowledge Hub to support the Hub’s communications and resource mobilisation strategies including through the preparation of graphics for knowledge sharing materials, inputs to annual reports;

· Support with other related tasks of the Hub, as may be requested by the Knowledge Hub Coordinator.

Educational additional comments

Master’s degree in Survey methodology, Statistics, Quantitative social research or a closely related field a relevant area. In lieu of a Master’s degree, a Bachelor’s degree in same field with at least 5 years of cognate experience will be accepted

Experience remark

· At least 3 years of relevant experience at the national or international level in designing, collecting, and analyzing survey data;

· Proven experience in designing and implementing statistically robust survey methodologies, as well as development of various survey instruments required;Proven understanding and knowledge of various survey methodologies including the statistical applications and limitations of each method;

· Proven experience in conducting rigorous quantitative research particularly using survey data;

· Experience in the usage of computers software related to survey data collection (CAPI survey software, KoboToolbox, ODK, CSPro,Qualtrics,) and survey data analysis (e.g. Stata) and familiarity with database management required;

· Excellent oral and written skills; excellent drafting, formulation, reporting skills;
