Supporting the Ministry of Social Development in Revising Sudan’s National Action Plan on UN Security Council Resolution 1325 and Developing a Monitoring and Evaluation Framework

Result of Service The incumbent will support the General Directorate for Women in Sudan to produce a revised National Action Plan 1325 with clear interventions, responsible parties, and timeframes. The incumbent will also produce a set of sectoral plans per responsible stakeholder for NAP 1325 implementation. In addition, the consultant will produce a monitoring and evaluation framework to accompany the NAP 1325 and develop guidance for stakeholder use including survey tools and evaluations to measure progress.

Duties and Responsibilities Sudan has experienced decades of conflict and two devastating civil wars between the northern and southern regions of the country. Popular protests that began in December 2018 led to the overthrow of President Omar al-Bashir in 2019, who ruled Sudan for thirty years. Lt. General Abdel Fattah al-Burhan was sworn in as a chairman of Sudan’s Transitional Military Council in April 2019. A new Constitution was enacted in August of the same year replacing Sudan’s 2005 Constitution to govern a three-year transitional period. The Constitution recognizes women’s participation in the popular revolution and makes explicit commitments to women, peace, and security.

Popular protests that began in December 2018 led to the overthrow of President Omar al-Bashir in 2019, who ruled Sudan for thirty years. Lt. The Constitution recognizes women’s participation in the popular revolution and makes explicit commitments to women, peace, and security.

Sudan adopted its National Action Plan (NAP) for the implementation of UN Security Council Resolution 1325 in March 2020 for the period 2020-2022. The NAP includes three overarching goals related to legal reforms to advance gender equality, the prevention of violence against women and the active participation of women in reconstruction processes. Despite these aspirations and efforts to implement the NAP 1325, the Ministry of Social Development and government and civil society stakeholders faced obstacles in translating the action plan into concrete interventions on the ground.

In July 2022, the General Directorate for Women at the Ministry of Social Development requested technical assistance from ESCWA to support them with NAP implementation. This will be done through a thorough review of the NAP 1325 to focus on priority issues, re-writing the interventions to make them more concrete and developing indicators to allow for the monitoring and evaluation of the NAP 1325. The Ministry of Social Development has also requested from the Council of Ministers to extend the NAP duration by two years until the end of 2024.

UN ESCWA requires a national consultant to review the NAP 1325 framework and to amend interventions following the results of a workshop, which will be held by the end of October 2022. The consultant will also support in developing a NAP 1325 monitoring and evaluation framework to accompany the NAP 1325.

The consultant will work closely with UN ESCWA and the General Directorate for Women at the Ministry of Social Development to carry out and complete the deliverables of this assignment.

Qualifications/special skills A Master’s degree in the fields of Development Studies, Human Rights, Social Work or Women’s/Gender Studies is required. A minimum of five years of experience working on human rights, gender equality, and/or women, peace, and security, preferably in Sudan (required). Familiarity with stakeholders relevant to gender equality and women’s empowerment in Sudan is desirable. Ability to meet deadlines and deliver quality products in a timely manner is required. Excellent drafting, reporting and presentation skills, as well as communication skills is required.

Languages Excellent writing skills in Arabic and English is required.
