The Municipal Empowerment and Resilience Project (MERP) is a joint initiative by UNDP and UN-Habitat. The Project is implemented in partnership with the Ministry of Interior and Municipalities (MoIM) and funded by the European Union (EU), through its Regional Trust Fund in response to the Syrian crisis, the ‘Madad Fund’. Following the Beirut Port devastating explosion on the 4th of August, a large area surrounding the explosion site was severely damaged. The impact of the explosion extended to 6km from the epicenter . Bourj Hammoud Municipality (BHM) is located approximately two km away from the explosion site. The explosion caused severe damage to BH infrastructure and neighborhoods, leaving many residents in need of various humanitarian support and facing long-term consequences of this disaster. There is no exiting channel established at the municipal level. The municipality relies on direct communication with its residents through a Facebook page and a phone landline. Following the meeting with BHM, the need for a municipal ‘hotline’ was identified. This would allow the municipality to receive inquiries and communicate with its residents in an effective &cost-efficient manner.
