Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The UN Environment Regional Office for Latin America and the Caribbean (LAC Office), located in Panama City, works closely with the 33 countries of the region - including 16 small island developing States - with a population of about 588 million people. The office works to serve the needs of the region and its activities are integrated into the work programs approved by the United Nations Environment Assembly of UN Environment (UNEA).

In Latin America and the Caribbean, the Forum of Ministers of Environment is the region’s most representative and longstanding political gathering on environmental matters, established in 1982. The twenty-two meetings held to date have consolidated the Forum as the most representative and relevant political gathering on environmental policy and responses through broad regional consensus.

The Forum serves as the regional body for discussion and preparation of consolidated views and inputs from Latin America and the Caribbean to the United Nations Environment Assembly (UNEA Resolution 2/2). In this regard, over the years a partnership among the Governments has developed and UNEP, through the Latin America and the Caribbean Office, has helped to bridge the gap between regional and global environmental agendas. UNEP, through the LAC Office, provides the Secretariat of the Forum of Ministers and has carried out an exercise to align its priorities to the new Programme of Work (PoW) and Medium-Term Strategy (MTS).
