Overview

You have:

  • A university Masters’ degree in international development, Gender and women empowerment, Political Science, Development Studies, Public Administration or Social Science or relevant field.
  • At least 7 years of professional experience in development programmes design and management.
  • Prior professional experience with International Organizations in multi-cultural settings and multi-stakeholder processes, preferably in the region.
  • Substantial experience in programme design for international development organisations and Results-based Management.
  • Knowledge of designing and implementation of resource mobilisation strategies.
  • Understanding of the UN and UNDP’s mandate and demonstrated familiarity with its Programme areas of work in the areas of gender and governance.
  • Proficiency in English and computer literacy.
  • Excellent written and oral English communications skills. Fluency in any of other UN Languages spoken in Africa would be an added advantage.
  • Demonstrated strong analytical and communication capacity.

Background

UNDP works to advance gender equality and empower women as agents of change and leaders in the development processes that shape their lives towards a more inclusive, sustainable and resilient world. Gender equality and women’s empowerment is integrated in the organization’s work in promoting sustainable development pathways, inclusive and effective governance systems and resilience building. UNDP’s framework for engagement is drawn from the four interconnected pathways identified in the Africa Human Development Report (2016) on accelerating gender equality and women’s empowerment in Africa: a) supporting implementation of existing legal reforms for improved gender equality; b) engaging women in decision-making at all levels, including in conflict resolution and peace consolidation; c) eliminating discriminatory social institutions that block women’s health and education; and d) providing equitable access to economic, financial and natural resources.

In this regard, UNDP’s Regional Project (2018-2021) provides dedicated support to the African Union’s commitment to advance gender equality and women’s empowerment in Africa including strengthening African Union Commission’s Institutional capacity to advocate and support members’ states to promote women leadership, participation, representation and participation in decision making processes (Output 3). UNDP Africa has developed an AUC-UNDP Joint African Young Women Leaders Fellowship (AfYWL) Programme as part of the UNDP’s Regional Project (2018-2021).

UNDP Africa is at the inception stage of the Joint Programme and requires the services of an individual consultant to support programme coordination and resource mobilisation during November 2020 to April 2021.

Duties and Responsibilities

The consultant will work closely with the Strategy Analysis and Research Team leading the program implementation, the Regional Program coordinator and Gender and Governance Teams at the RSCA. The consultant will be available to support the implementation and resource mobilisation for the fellowship programme and related deliverables. An individual consultant/contractor will be recruited to undertake this assignment.

Deliverables

1. Proposed work plan and timelines: 10 November 2020

2. First Draft Resource mobilisation strategy: 20 November 2020

3. Finalised Resource mobilisation strategy: 15 December 2020

4. Project implementation, call for application, recruitment of next cohort of fellows, resource mobilisation January -March 2021

5. Finalise on boarding of fellows, deliver on the resources gathered from the resource mobilisation strategy April 2021

Tasks

The Consultant will work closely with the Strategy, Analysis and Research Team and the Regional Service Centre in Africa (RSCA) staff overseeing the implementation of the AfYWL fellowship programme to support strategic external engagement and day to day management of the programme and will be expected to carry out the following tasks:

  1. Developing and implementing a resource mobilisation and partnership strategy and related M&E, communications tasks. focusing on achievement of the following results:
    1. External and internal analysis for assessing AfYWL opportunities for resource mobilization;
    2. Analysis of key development and sectoral policies currently being discussed and implemented in the UN system and key donors willing to support the implementation of the fellowship;
    3. Development of a detailed Partnership and Resource Mobilization (PRM) Strategy with planning tools to implement the strategy.
  2. Negotiation, drafting and revision of agreements with existing and prospective funding partners and Monitoring of overall implementation of agreements.
  3. Assessment of the level of UNDP’s engagement with each potential funding partner: type and level of contact and particular areas of interest; development of strategy to position UNDP to become a priority partner.
  4. Identification of emerging sources of funding; assessment of their current usage and potential for the future.
  5. Provide support to smooth project implementation and efficient use of resources including ensuring appropriate documentation as required by UNDP and preparation of required financial reports.
  6. Ensure the participation and involvement of relevant stakeholders in project activities so that the process is inclusive, participatory and transparent.
  7. Support to programme oversight and joint recruitment of the AUC-UNDP 2021 Fellows according to planned targets as well as the timely preparation of reports on achievements and challenges faced within the project.
  8. Ensure the development of cross-project linkages with other relevant projects and programmes for mutually reinforcing impact.

Timelines

The duration of the assignment is 6 months. During this period, missions are foreseen to Addis Ababa for consultations with stakeholders. In view of the COVID travel restrictions, these may be conducted virtually as feasible.

  • Strong ability to take initiative to move complex processes forward to achieve articulated results, work at varying levels and on different initiatives simultaneously (personal organization and ability for multi-tasking). The consultant must also possess ability to work under pressure and to accommodate change; and
  • Demonstrable networking capability, interpersonal skills and strong ability to promote team work.

Required Skills and Experience

Education:

Scope of Price Proposal and Schedule of Payments:

The financial proposal shall specify a total lump sum amount. The financial proposal must be all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. professional fee, and any other relevant expenses related to the performance of services.)

Payment Modality:

Monthly upon satisfactory submission of monthly progress reports. Please Note: The total working days per month are estimated to be 21.75 days.

Travel

Payment of travel costs including tickets, lodging and terminal will be covered by UNDP Africa.

Individual consultants will be evaluated based on cumulative analysis of technical and financial criteria using the following methodology:

* Technical Criteria weight: 70%

* Financial Criteria weight: 30%

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation.

Criteria for evaluation of candidates:

  • Relevant academic background and professional experience in designing and implementation of resource mobilisation strategies [25]
  • Prior professional experience with International Organizations in multi-cultural settings and multi-stakeholder processes, preferably in the region [15];
  • Substantial experience in programme design for international development organisations and Results-based Management [30];
  • Understanding of the UN and UNDP’s mandate and demonstrated familiarity with its Programme areas of work, SDGs and gender equality and women’s empowerment [20]:

  • Demonstrated strong analytical and communication capacity [10]
