Overview

Provide technical assistance for HCFC phase-out management plan verification.

You have:

  • Master’s degree in Environmental science, Environmental policy, Engineering or similar.
  • Minimum 7 years of work experience in relation to the Montreal Protocol.
  • Excellent written communication skills in English.
  • Good understanding of Operational capabilities of National Ozone Units in developing countries.
  • Thorough knowledge of Montreal Protocol institutions, policies and procedures.
  • Familiarity with control measures under the Montreal Protocol and Multilateral Fund policies and procedures.
  • Good understanding of national obligations arising from the Kigali Amendment under the Montreal Protocol.
  • Good understanding of Executive Committee decisions regarding HPMPs and HFC activities.
  • Experience in writing and reviewing technical project proposals.

Result of Service Output expectation: - High quality draft verification report for Suriname considering the Government’s and UNEP’s comments and in accordance with ExCom’s guidelines. - High quality technical assistance in the review of projects for submitting to ExCom-90. The consultant is to provide technical comments/inputs on 2 HPMP Stage 2 proposals; 5 KIP HFCs Preparation projects, 3 IS projects, and 2 HPMP stage 1,2 and 3 tranches to ExCom-90.

Performance indicators: - The draft of verification report for Suriname considering the Government’s and UNEP’s comments and in accordance with ExCom’s guidelines.

  • Technical comments/inputs on 2 HPMP Stage 2 proposals; 5 KIP HFCs Preparation projects, 3 IS projects, and 2 HPMP stage 1,2 and 3 tranches to ExCom-90.

    Duties and Responsibilities UNEP, Law Division, OzonAction requires assistance by an international consultant to support the development of Verification Report on the implementation of the HCFC phase-out management plan in Suriname (SUR/PHA/86/TAS/31). A consultant is also required to deliver global management services during a peak load period in providing technical assistance during the individual projects submission to the 90th Executive Committee (ExCom) meeting

1. Preparing Draft of Verification Report on the implementation of the HCFC phase-out management plan in Suriname (Inventory code - SUR/PHA/86/TAS/31). The verification of national consumption targets for the multi-year agreements are to be in line with the Guidelines approved by ExCom at its 46th meeting (Annex XIII)/ 2. Technical assistance in reviewing HPMP Stage 2 full projects (2 proposals for ExCom-90) which must include a description on all legislation and/or regulations that are related to HCFCs and the status of implementation of the HCFC import/export licensing and quota systems. Technical assistance in reviewing all new components, activities and associated budget presented in the stage 2. 3. Technical assistance in the reviewing HPMP tranches under the stages 1, 2 or 3 (2 requests for ExCom-90). 4. Technical assistance in the reviewing 5 KIP HFC phase down preparation funds requests. Technical support in reviewing activities that need to be undertaken for HFC phase down preparation. 5. Technical assistance in the reviewing Institutional Strengthening project proposals (3 IS projects for ExCom-90) which include compliance of the project proposal with the MLF IS guidelines and implementation of Performance Indicators.

Qualifications/special skills Competency: Good understanding of, or direct experience with, the operational capabilities, limitations and needs of National Ozone Units in developing countries. An expert with policy and technical expertise related to the implementation of the Montreal Protocol in developing countries. Thorough knowledge of Montreal Protocol institutions, policies and procedures. Familiarity with the control measures under the Montreal Protocol and Multilateral Fund policies and procedures. Good understanding of national obligations arising from the Kigali Amendment under Montreal Protocol. Good understanding of Executive Committee decisions regarding HPMPs, HFC activities and other technical assistance projects funded by Multilateral Fund. Experience in writing and reviewing technical project proposals. Excellent written communication skills in English. Master’s degree: Environmental science/Environmental policy/Engineering or similar. Minimum 7 years of work experience in relation to the Montreal Protocol. Academic Qualifications: Master’s degree: Environmental science/Environmental policy/Engineering or similar. Experience: Minimum 7 years of work experience in relation to the Montreal Protocol. Language: Excellent written communication skills in English.
