The SL-PULSE Governance Assessment Initiative (Sri Lanka Public User-Linked Service Evaluation for Governance) is a nationwide citizen feedback initiative implemented by the Ministry of Public Administration, Provincial Councils and Local Government with technical and financial assistance from UNDP Sri Lanka. The initiative seeks to generate citizen-centred evidence on the accessibility, quality, transparency, accountability, responsiveness, integrity, and effectiveness of public services delivered through Divisional Secretariat offices across Sri Lanka. The findings will support evidence-based policy reforms, strengthen public service delivery, and contribute to improved governance outcomes. The initiative is expected to generate large-scale citizen feedback from across the country to inform future public administration reforms and improvements in service delivery at the divisional level.

SL-PULSE is designed to collect citizen perspectives on key governance dimensions including civic participation, accountability, control of corruption, administrative efficiency, public service delivery, environmental governance and disaster resilience, and digital governance. Through a nationwide data collection effort, the initiative aims to amplify citizen voices and strengthen the link between public service users and government institutions.

The Online Volunteers will support island-wide awareness raising and citizen engagement efforts by promoting the initiative and encouraging voluntary participation in the online survey through their personal, professional, educational, and community networks. Their contribution will help broaden public outreach, increase the diversity of respondents, and strengthen citizen participation in governance reform processes across Sri Lanka.

This assignment directly contributes to Sustainable Development Goal (SDG) 16: Peace, Justice and Strong Institutions, particularly efforts aimed at building effective, accountable, transparent, responsive, and inclusive public institutions. By helping citizens engage with the SL-PULSE initiative and share their experiences of public services, Online Volunteers will contribute to generating evidence that can support more responsive, citizen-centred, and accountable governance in Sri Lanka

We are seeking support from 75-100 Online Volunteers to help raise awareness and encourage citizen participation in the SL-PULSE (Sri Lanka Public User-Linked Service Evaluation for Governance) Governance Assessment Initiative, a nationwide initiative designed to capture citizens' experiences and perceptions of public services and governance across Sri Lanka. The findings will contribute to evidence-based public sector reforms and strengthen citizen-centered, transparent, and accountable governance.

Under the supervision and guidance of the SL-PULSE project team, Online Volunteers will support the initiative by:

• Promoting awareness of the SL-PULSE Governance Assessment Initiative among citizens across Sri Lanka virtually.
• Sharing approved campaign materials, including videos, posters, survey links, QR codes, and key messages through social media platforms, WhatsApp groups, community networks, and other digital communication channels.
• Encouraging citizens aged 18 years and above to voluntarily participate in the SL-PULSE online survey.
• Supporting outreach efforts to reach diverse communities across different districts, age groups, and social backgrounds.
• Helping expand the visibility of the initiative through their personal, professional, educational, and community networks.
• Providing brief updates on outreach activities undertaken and communication channels used during the assignment period.
• Promoting participation in a neutral and non-partisan manner without influencing, guiding, or affecting citizens' survey responses.

For coordination and communication, selected Online Volunteers will participate in dedicated WhatsApp groups and other online coordination platforms established by the project team.

Online Volunteers will receive a communications package containing approved outreach materials, key messages, survey links, QR codes, social media content, and guidance to support awareness-raising activities in Sinhala, Tamil, and English.

A limited number of volunteers may be invited to serve as Group Coordinators to support volunteer engagement, facilitate communication within assigned groups, provide peer support, and assist with the compilation of outreach activity updates.

Applicants interested in serving as Group Coordinators are encouraged to indicate their interest in their motivation statement.

Candidates should have a strong interest in citizen participation, governance, public service improvement, community engagement, social development, or public awareness initiatives. Previous experience in communication outreach, volunteer engagement, social media advocacy, awareness campaigns, community mobilization, youth engagement, or civic participation initiatives is an advantage.

Applications are encouraged from all provinces in Sri Lanka, with particular interest in volunteers from Northern, Eastern, North Central, Northwestern, Uva, Sabaragamuwa, Central, and Southern Provinces, as well as both urban and rural communities.

Applicants should possess:

• Good communication and interpersonal skills.
• Ability to engage constructively with diverse audiences online and within their communities.
• Familiarity with social media platforms, messaging applications, and other digital communication channels.
• Ability to share information in a clear, responsible, and professional manner.
• Interest in governance, public service delivery, civic engagement, sustainable development, or citizen participation.
• Ability to work collaboratively within a diverse team of Online Volunteers.
• Ability to communicate effectively in Sinhala, Tamil, and/or English and engage respectfully with diverse communities and viewpoints. Sinhala, Tamil and/or English (fluency in at least one national language required; knowledge of additional national languages is an asset)

• Individuals interested in promoting citizen participation and public service improvement across Sri Lanka.

Previous experience in raising awareness among target audiences or supporting outreach campaigns is considered an asset. A degree or ongoing studies in communications, marketing, social sciences, development studies, public administration, governance, international relations, education, information technology, or related fields will be advantageous but is not mandatory.
