  • Some experience in the UN system organisations, preferably in a developing country, is desirable.
  • Fluency in Spanish is required.
  • Fluency in written and oral English is required.
  • Knowledge of another official UNOPS language is an asset.

Contract

The United Nations Office for Project Services (UNOPS) is an operational arm of the United Nations, supporting the successful implementation of its partners' peacebuilding, humanitarian and development projects around the world. UNOPS supports partners to build a better future by providing services that increase the efficiency, effectiveness and sustainability of peace building, humanitarian and development projects. Mandated as a central resource of the United Nations, UNOPS provides sustainable project management, procurement and infrastructure services to a wide range of governments, donors and United Nations organizations.

The Support Services Manager reports to the Country Manager and leads and guides the Support Services Team in the Project Office, fosters collaboration within the team as well as the client-oriented approach. The Support Services Manager works in close collaboration with a number of local internal stakeholders, relevant partners as well as colleagues in HQ - to successfully deliver operations services.

The Support Services Manager acts as an advisor to Senior Management on all aspects of the office management and operations. This includes strategic financial and human resources management, efficient procurement and logistical services, ICT, transportation and vehicle management, administration and security, in accordance with UNOPS rules and regulations. The main purpose of the role is to ensure the right support is in place for current and upcoming projects, balancing operational and project priorities, whilst ensuring effective, efficient and consistent support service provision across the project portfolio and internally.

This vacancy will select people for two vacancies: one in Panama City (Panama) and one in Managua (Nicaragua), and will also serve to create a pool of candidates in case similar roles are required in other countries of the Latin American and Caribbean region.

Functional Responsibilities

  1. Operations management

- Management of the Operations/Support Services of the Office, HR Management, Finance, Procurement, Logistical, Administrative and ICT Services, effective, efficient and consistent support service provision to projects and all activities under the Office. - Support the Country Manager in establishing the management targets. Monitor their achievement.

  1. Project planning and coordination support

- Provide assistance and support to the project budget preparation, revisions and work planning, input on project engagements, advice on goal setting, targets and performance standards.

  1. Procurement and logistics

- Supervise office procurement processes, lists of suitable contractors/suppliers, administer contracts, agreements/amendments.

  1. Financial management

- Oversee Support Services finance unit. - Preparation of the Office financial Plan and budgets, monitor expenditures, financial reports, supervise closure of accounts, financial services.

  1. Human Resources Management

- Oversee the Support Services HR Unit - Office complies with corporate HR policies and procedures.

  1. Administration and Information Technology

- Manage the timely and efficient delivery of all administrative services. - Maintenance, manages secure, reliable infrastructure environment for ICT.

  1. Knowledge Management

- Knowledge building and sharing with regards to management and operations in the Office. - Development of tools and platforms for operations and data management, ensuring information and knowledge sharing with colleagues, clients and partners.

Education/Experience/Language requirements

Contract type, level and duration

Contract type: Individual Contractor Agreement Contract

Regular monthly: This contract is established in the form of a Regular Monthly Contract, that is, a continuous presentation of the services required during the contract period, making the payments associated with the contract at the end of each calendar month

Level of contract: ICS 10, equivalent to LICA 10 in local scale and IICA 2 in the international scale - The salary scale determination wil be based on the nationality and place of residence of the selected candidate. Contract duration: Ongoing ICA – Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.
