You have:

• Higher-level qualification or degrees in medical related fields.
• Master’s degree in public health will be added value.
• At least 3 years of technical and programmatic experience working on HIV testing and treatment programs in Mozambique.
• Expertise and experience providing technical support, and experience working with the Ministry of Health and international organizations such as UN agencies, the Global Fund and other HIV actors.
• Experience with technical writing, literature review, data synthesis and report writing.
• Expert knowledge of English and Portuguese.
• Demonstrated ability to work with experts at national and regional levels, and to establish and maintain effective working relationships with people.
• Proficient in MS Office Software applications.
• Excellent organizational skills.

DESCRIPTION OF DUTIES

Under the general coordination of the WHO Country Representative, the supervision of the HIV/AIDS Officer, the consultant will work to accelerate and strengthen the implementation of prevention (e.g. PreP) and testing (eg. HIVST) strategies of HIV/AIDS. The consultant will also work to accelerate and strengthen the coordination of the DSD SI according to WHO recommendations.

Area One: Transition to HIV testing and prevention approaches in alignment with WHO guidance on HIV prevention and testing, and three (3) test algorithm for HIV screening

• Facilitate National stakeholder dialogue to ensure better understanding, buy-in and implementation of WHO recommendations.
• Support the updating of national HIV testing guidelines and development of implementation support tools and training materials including the 3-tests and the HIV / Syphilis Duo-test
  • Deliverables: meeting slides, notes with key action points and review of meeting products, reports on progress and implementation
• Support on harmonizing planning for Global Fund and PEPFAR support of HIV / Syphilis Duo-test procurement and scape up.
  • Deliverables: meeting slides, notes with key action points and review of meeting products, reports on progress and implementation
• Support WHO and MOH on integrating HIV prevention and HIV testing services for women and girls including mapping of PrEP and HTS expansion and scale up opportunities; opportunities for integration of PrEP and HIV testing in family planning services; facility and community-based HIV self-testing (primary and secondary distribution).
  • Deliverables: meeting slides, notes with key action points and review of meeting products, reports on progress and implementation, drafting of implementation plan.
• Support other HTS and related activities that prove relevant in the field.

Area Two: Support for the approval of tests for the implementation and scaling-up of HIV self-testing in Mozambique

In collaboration with the implementing partners of the STAR/Unitaid (HIV self-testing) project in Mozambique,

• Support transition STAR/Unitaid HIVST activities to global fund grant.
• Report on progress on the HIVST activity implementation and coordination efforts.
  • Deliverables: Meeting slides, notes with key action points and review of meeting products, reports on progress on STAR implementation and transition.

Area Three: Support the WCO and MoH DSD coordinator on the overall DSD SI (HTS and ART) workplan implementation and provide technical assistance on DSD (HTS and ART) in Mozambique:

• Support planning and facilitation of WHO DSD SI periodic meetings with key DSD SI stakeholders.
  • Deliverable: Meeting slides, notes with key action points and review of meeting products.
• Support the monitoring of DSD SI implementation progress by tracking planned activities (workplan), support the development of quarterly report updates and assist country participation in DSD SI events (e.g., Bi-annual meetings, webinars/workshops, etc.).
  • Deliverable: Updated quarterly reports on progress on the DSD SI implementation.
  • Deliverable: Slide decks (or other resources) from country presentations
• Support the DSD SI implementation by engaging the selected DSD SI local, international providers and national stakeholders in meetings and workshops (in-person or virtual considering Covid-19 constraints) to ensure country dialogue on DSD and DSD SI for better understanding, engagement, and implementation among key stakeholders and funding efforts.
• Participate and support the WCO and MoH by joining national technical working groups (TWGs) and other relevant meetings between the key stakeholders, to contribute to the alignment of other TAs with the DSD SI TA activities.
  • Deliverable: Meeting slides, notes with key action points and review of meeting products.
• Provide an overview and follow-up on the stage of the different Global Fund/WHO’s supported HIV-ST activities, planned in the country (matching funds, STAR/PSI, DSD-SI, C19RM) and its articulation with COP21
  • Deliverable: Meeting slides, notes/report with key action points and review of meeting products.
• Provide technical and programmatic support, including reviewing national technical documents (aligned with WHO guidelines and national norms and policies) and DSD implementation tools
  • Deliverable: DSD materials reviewed.
• Support the development of materials and publications on national experiences, best practices on DSD (and DSD SI).
  • Deliverable: Produce DSD overview slide decks for dissemination in meetings.
  • Deliverable: Produce materials that disseminate best practices (publications, case studies, etc.).

REQUIRED QUALIFICATIONS

Education

• Essential Higher-level qualification or degrees in medical related fields.

Experience

Essential:

• At least 3 years of technical and programmatic experience working on HIV testing and treatment programs in Mozambique.
• Expertise and experience providing technical support, and experience working with the Ministry of Health and international organizations such as UN agencies, the Global Fund and other HIV actors.
• Experience with technical writing, literature review, data synthesis and report writing. Good communication, presentation and coordination skills also needed.

Skills

• Demonstrated ability to work with experts at national and regional levels, and to establish and maintain effective working relationships with people. Excellent organizational skills.
• Other Skills (e.g. IT): Proficient in MS Office Software applications, data analysis and technical presentations.

REMUNERATION

NOB monthly rate according with the current United Nations scale
