The socio-economic impact of COVID-19 pandemic on Iran, could lead to a loss of 10% of Gross Domestic Product (GDP), which most adversely affects Women-headed households, rural populations, the elderly and people with disabilities and eroding human security in Iran by increasing public health risks and eroding safe jobs that leads to acute falls in disposable incomes.

COVID-19 Crisis Socio-Economic Recovery project will use a Needs-based, Cost-effective, and Replicable beneficiary selection criterion to address socio-economic impact of COVID-19 pandemic.

The project will explore innovative partnerships with the government and private sector and the scheme is expected to help inform and enhance ongoing, government-run, job-generation initiatives that are already being funded under the national budget

The project will be in collaboration with Vice presidency of Family and Woman Affair and Ministry of Agriculture Jihad

Duties and Responsibilities

The consultant will report to the UNDP Programme analyst and under the supervision of the technical committee will undertake the following:

• Support and contribute to the planning and design of value chains based on comparative advantages. (There is a strong importance on working under UNDP development models)

• Support implementation of Rapid Socio-Economic Response Initiative Against COVID-19

• Day to day follow up of project implementation.

• Contracting processes, preparing terms of references, and monitoring the quality of the work assigned to other contractors as per the targets set out in the project document.

• Monitor the project’s technical and financial progress in the areas set out above, including delivery of tasks and reports assigned to the contractors, reviewing their reports and provide feedbacks.

• Prepare on-demand reports on project’s progress for UNDP CO.

• Coordinate meetings with involved ministries, national organizations, and any other stakeholders.

Mandatory Qualifications:

• Minimum of Bachelor’s degree in Economics, Development studies, Business Operations and Value Chain, or other related fields;

• 4 years of experience in technical support of development and socio-economic projects;

• Previous experience in job generation, business operations, value chain analysis;

• Previous experience in data collection and analysis;

• Strong communication, coordination and collaboration skills;

Desirable Qualifications:

• Previous experience on multi-sectoral projects implementation;

• Familiarity with UNDP projects and procedures is an asset;

• Strategic management capacity and technical leadership skills;

• Intensive experience with Socio-economic response;

• Previous experience in market research, sales and marketing;

• Previous experience with NGOs and government entities.

Competencies:

• Very good command of oral and written English and Persian.
