The purpose of the Support Coordinator is to coordinate the support functions at an Area Office and off load the Area Manager on support functions.

Qualifications

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Support function: HR, Finance, Logistics Managers at country level
  • Security: HSS manager at Country Level and HSS Coordinator, Officer and Assistant at Area Level
  • Programmatic operations support: CC Project development Managers and Coordinators at Country Level and all Project Staff at area level.

3. Performance Management

Responsibilities

Generic responsibilities

  1. Line management for support staff such as Finance, HR & Admin and Logistics
  2. Member of the Area Management Group
  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  4. Provide input on operational support to Area Plan of Action, and to coordinate and align operational support with programme plans at Area level
  5. Responsible for ensuring quality support to project implementation.
  6. Facilitate Area Support Budget, area level budgets, including support cost
  7. Responsible for Implementation of new country specific technical SOPs, guidelines and tools in Area (HR, Logistic/ICT and Finance)
  8. Responsible for technical capacity building of support staff (HR, Logistic/ICT and Finance)
  9. Promote the rights of IDPs/returnees in line with the advocacy strategy
  10. Actively promote PSEA (Protection from Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specific responsibilities

  • Accountable for the day to day operations of HR, Admin, Finance and Logistics units at the Area Office, managing the day-to-day support tasks
  • Minimum bi-monthly documented 1:1s with direct reports. Responsible for Work and Development plan (WDP) of all direct reports.
  • Provide input to Country Office for improvements/updates to existing policies and procedures, and recommendations for new guidelines and SOPs
  • Support HR in recruitment and training of support staff and ensure all new staff at the Area Office undergo an induction
  • Support HR to ensure area staff have access to the NRC People system and Kaya platform for mandatory training.
  • Follow up with all Area Line Managers to ensure WDPs are completed
  • Provide operational support to project implementation and oversee the supply chain to ensure project materials and goods are procured and supplied in a timely manner, following up daily and processing procurements when needed. Participate in committees as required.
  • Accountable for shared costs expenditures are in line with the Area Master Budget
  • Support to programme and finance teams to prepare for audits
  • Ensure that monthly reports from support departments are of required quality and submitted in a timely manner
  • Support in the development of SRA and adherence to the HSS policies in the area in close collaboration with the HSS staff
  • Ensure that all NRC premises in the area are equipped and secured according to NRCs policies and standards
  • Promote a positive, safe and inclusive work environment for all Area Office staff, including through effective staff feedback mechanisms
  • Represent NRC in relevant meetings and forums in Area when required
  • Support in monitoring and identifying compliance risks areas and mitigation measures, including spot checks, field visits and in depth reviews of documents and processes.
  • Ensure regular communication is maintained between the different departments and act as a mediator when necessary.
  • Schedule regular Area Support Meetings with all Area Support staff, prepare periodic progress reports for senior management highlighting relevant operational issues, and provide solutions.
  • Provide inputs to the area support strategy
  • Any other tasks as required by the line manager
