Central to UNDP’s approach is supporting the implementation of the Paris Agreement on Climate Change and working with countries on achieving their Nationally Determined Contributions (NDCs) through, among other measures, leveraging the opportunities recently made possible by the adoption of Article 6 – the Paris Agreement’s rulebook governing carbon markets. Within this framework, and in partnership with the Government of Switzerland, UNDP set up the Carbon Payments for Development Facility in 2022 to serve as a catalyst for innovative public-private partnerships that reduce carbon emissions while contributing to the achievement of the SDGs. In this market-oriented approach, a private or state-owned enterprise must first identify and invest in a market opportunity that provides a product or service while reducing the country’s carbon footprint. This could be anything from developing a new solar energy grid to launching an e-mobility transportation service to renovating old buildings with improved insulation. Once the initiative has demonstrated proven success in reducing carbon emissions, it can receive up to 25 percent of its originally invested capital from the Facility.
