You have:

- A minimum of two (2) years of progressive and professional work experience in supply/logistics management or related field at national and international levels in a reputable organization or international agency is required.
- Knowledge of the VISION database system is an asset.
- Fluency in English is required. Knowledge of Portuguese is an asset.
- Emergency experience is an advantage.

The cyclone’s second landfall in Mozambique comes on the back of a complex humanitarian situation, with 2 million people affected by conflict in the north, 200,000 already affected by the cyclone’s first landfall in late February 2023, and seven provinces affected by an ongoing cholera outbreak. The combination of these needs is overwhelming the response capacities. As of 16 March 2023, nearly 9,000 cholera cases have been reported in 38 districts from seven provinces, a doubling of reported cases since early February. Cholera is also spreading geographically, and rising floodwaters derived from Freddy’s double landfall, along with the limited coverage of health and WASH services and high levels of food insecurity, are contributing to further spreading.
How can you make a difference?
The expert on surge support will assist in the following areas:
1. Undertake local procurement of program and administration supplies in close consultation, guidance and supervision of Supply & Logistics Manager and coordination with program/ administration colleagues i.e., market surveys, supplier/vendor sourcing and evaluations, invite bids/quotations, tabulate/adjudicate, review committee submissions, issuance of local purchase orders, monitoring payments to suppliers and their performance and prepare monthly Local Procurement Status Reports.
2. Undertake procurement of institutional service contract of program and administration related services, as appropriate in close consultation, guidance and supervision of Supply & Logistics Manager and coordination with program/administration colleagues and newly formed emergency construction unit. i.e., market surveys, contractor/vendor sourcing, invite bids/quotations, tabulate/adjudicate, recommendation for review committee submission and issuance of local service contracts, contract administration including monitoring payments to contractors and their performance, and prepare monthly Contract Status Reports.
3. Oversee supply/contract/distribution plan preparation in close coordination with program and logistics colleagues, review and finalization of supply requisitions/terms of reference/technical bid documents/request for contracts drafted by program section in terms of specifications, budgets, accuracy, corrections, amendment/adjustments etc. and advise requesting program/Admin section on related matters.
4. Provide input to promoting of supply chain strengthening with government and counterparts through capacity development initiatives and providing technical support in close collaboration with supervisor and program colleagues.
5. In close consultation with supply assistant and under the guidance of supervisor, maintain close liaison with Supply Division and Regional Office colleagues on all offshore procurements in terms of new policies, Long Term Arrangements for Direct Orders, quality of specifications, timely issuance of Local Procurement Authorizations and overseas Purchases Orders, shipping documents, budget adjustments, amendments and supply/logistics related communications.
- Co-ordinate with Logistics Officer and logistics colleagues in sharing supply & distribution plans, offshore and local supplies order and arrival status to ensure logistics team carry out advance planning on receipt, tax exemptions, warehousing, in-country distribution, monitoring and preparation of status reports.
7. Participate in the development of an emergency supply and logistics strategy based on risk assessment analysis and program assumptions. Provide inputs in preparation of the supply and logistics preparedness action plan for the country office and its implementation.
8. Supervise and coach team members, ensure timely performance management of supervisee. In collaboration with supervisor, ensure knowledge sharing and learning is prioritized in order to continuously building capacity of program/operations staff in the country office.
9. Liaise with Supply Division and Procurement Services customers in Myanmar and as focal person ensure effective communication between them and necessary documentation.
10. Assist the Supply & Logistics Manager and Logistics Officer in end-user monitoring of supplies, whenever planned and necessary including training Government counterparts/NGOs on supply and logistics practices.
11. Maintain Vision supply monitoring system, with relevant reports, participate in preparation of Vision generated supply status required for donor reports, budget reviews, program analysis, annual reports, appeals, routine supply information sharing within the office, etc.

- Working with the UN, International NGOs in the development sector in the area of supply chain, establishing and managing long term agreements, supporting emergencies and capacity building of government and implementing partners, desirable.
- Fluency in English. Knowledge of Portuguese is an asset.
- Knowledge of UNICEF Procurement Services an advantage.
- Emergency experience an advantage.

There are two Temporary Appointment positions available to support the Mozambique Emergency Response. One position is for an initial period of 8 months and the other position is for an initial period of 4 months.

There will be no relocation package offered for this post. The successful candidate will be responsible for his/her own relocation and settlement in the city where the post is based.
