Org. Setting and Reporting This position is located in the Life Support and Transport Section, of the Sourcing Support Service (SSS) in the Logistics Division (LD), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at Headquarters.

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment. Under the overall supervision of the Chief of Life Support and Transport Section, the incumbent reports to the Chief of Fuel Unit.

Responsibilities Within limits of delegated authority, the Supply Officer will be responsible for the following duties:

  • Develops, reviews, monitors, assesses and oversees performance management of headquarters strategic contracts for furnishing all types of supplies, equipment, material, property, and certain services including fuel support services to the field missions.
  • Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization's requirements for machinery, equipment, tools, materials, services, supplies, food aid, utilities, fuel and supply support services.
  • Designs, develops and proposes updates to relevant software for tracking, reconciliation, and costing purposes, including Electronic Fuel Management System
  • Initiates actions leading to procurement, maintenance and disposal of items.
  • Ensures that routine Quality Control (QC) and Quality Assurance (QA) of services, items and equipment are in place to validate the contractual terms and conditions.
  • Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation's (UN) requirements.
  • Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements. Assists in developing statement of work (SOW) and technical evaluation criteria and participates in technical evaluations for the selection of vendors.
  • Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources.
  • Develops plans and coordinates support for redeployment of assets when Missions are liquidated.
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Analyzes problems, audit and performance reports on mission activities and provides remedial action programmes where required.
  • Maintains accurate allocation and control of all equipment and stores received, stored and distributed by the mission.
  • Manages field supply delivery operations.
  • Reviews, prepares, defends supply-related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements.
  • May provide guidance to or supervise new/junior staff.
  • Perform other related duties as required.

    Education Advanced university degree (Master's degree or equivalent degree) in business administration, public administration, engineering, or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification Certification in Supply Chain (SCOR-P, CSCP or equivalent), or Project/Programme Management methodology by an accredited body e.g., PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable.

    Work Experience - A minimum of five years of progressively responsible experience in supply chain management, logistics, engineering, project management or related area is required.

    • Experience in fuel supply chain is required.

    • Experience in quality assurance, procurement or contract management of large-scale goods or services contracts for fuel is desirable.

    • Experience in managing support services and developing technical specifications for goods in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), is desirable

    • Experience working with business intelligence systems and data analysis tools is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

    Special Notice This position is funded by the Support Account. The Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
