Org. Setting and Reporting This position is located in the Life Support and Transport Section, Sourcing Support Service in the Logistics Division, Office of Supply Chain Management, Department of Operational Support (DOS) at Headquarters.

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, and the Enabling and Outreach Service. The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.

Under the overall supervision of the Chief of Life Support and Transport Section, the incumbent reports to the Chief of Fuel Unit.

Responsibilities Within delegated authority, the Supply Officer will be responsible for the following duties:

  • Develops, reviews, monitors, assesses and oversees performance management of headquarters strategic contracts for furnishing all types of supplies, equipment, material, property, and certain services including fuel support services to the field missions.
  • Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization’s requirements for machinery, equipment, tools, materials, services, supplies, food aid, utilities, fuel and supply support services.
  • Designs, develops and proposes updates to relevant software for tracking, reconciliation, and costing purposes, including Electronic fuel Management System
  • Initiates actions leading to procurement, maintenance and disposal of items.
  • Ensures that routine Quality Control (QC) and Quality Assurance (QA) of services, items and equipment are in place to validate the contractual terms and conditions.
  • Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation’s (UN) requirements.
  • Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements. Assists in developing statement of work (SOW) and technical evaluation criteria and participates in technical evaluations for the selection of vendors.
  • Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources.
  • Develops plans and coordinates support for redeployment of assets when Missions are liquidated.
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Analyzes problems, audit and performance reports on mission activities and provides remedial action programmes where required.
  • Maintains accurate allocation and control of all equipment and stores received, stored and distributed by the mission.
  • Manages field supply delivery operations.
  • Reviews, prepares, defends supply-related Headquarters Committee on Contracts (HCC) cases and initiates action to fulfill and control these requirements.
  • May provide guidance to or supervise new/junior staff.
  • Perform other related duties as required.

CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, engineering, or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Certification in Supply Chain (SCOR-P, CSCP or equivalent), or Project/Programme Management methodology by an accredited body e.g. PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable.

Work Experience - A minimum of five years of progressively responsible experience in supply chain management, logistics, engineering, project management or related area is required. - Experience in fuel supply chain is required. - Experience in quality assurance, procurement or contract management of large-scale goods or services contracts for fuel is desirable. - Experience in managing support services and developing technical specifications for goods in support of a field operation (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), or other similar international organization is desirable. - Experience working with business intelligence systems and data analysis tools is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

  • This position is vacant due to the temporary assignment of the regular incumbent to another office/organization. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post.

  • A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In accordance with ST/AI/1999/17 section 2.3, an SPA may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member. Staff in the General Service and related categories temporarily placed against a post at the Professional level may receive an SPA to the P-1 or P-2 level.

  • A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 of ST/AI/2010/4 Rev. 1. below and staff rule 4.16 (b) (ii).
