Org. Setting and Reporting This position is located in Bangui in the office of the Chief Supply Chain Management of the United Nations Multidimensional Integrated Stabilization in the Central African Republic (MINUSCA). The incumbent will report to the Chief Supply Chain Management.

Responsibilities Within delegated authority, the Supply Officer, FS-6 level , will be responsible for the following duties:

  • Develops, reviews, monitors of vendor’s performance and obligations under the technical contracts for the provision of support services.
  • Plans and prepares current cost estimates/budget implications and long-term forecasts of Organization’s requirements for machinery, equipment, tools, materials, services, supplies, food aid and utilities.
  • Designs, develops and updates relevant software for tracking, reconciliation, and costing purposes.
  • Initiates actions leading to procurement, maintenance and disposal of items.
  • Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation’s (UN) requirements.
  • Establishes and/or reviews mission requirements. Initiates actions to fulfill and control these requirements.
  • Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources.
  • Develops plans for redeployment of assets when Missions are liquidated.
  • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
  • Analyzes problems, audit and performance reports on mission activities and provides remedial action programmes where required.
  • Maintains accurate allocation and control of all equipment and stores received, stored and distributed by the mission.
  • Manages local source planning and requisitioning in line with the Supply Chain Planning Tool and work closely with other Technical Sections/Service Delivery on the requisitioning processes for the acquisition of various projects related to procurement of diverse services and commodities in accordance with the Mission’s Acquisition Plan.
  • Prepares of service entry sheets for payment of vendor invoices are processed within stipulated deadlines with due consideration to prompt payment discounts (PPD).
  • Monitors Third Party urgent procurement status.
  • Liaises with UN Global Service Centre (UNGSC) and/or UNHQ regarding the submission of the mission's demand plan as input for the consolidated global acquisition plan.
  • Provides guidance to, or supervises new/junior staff. •Performs other duties as required.

Education High School Diploma or equivalent is required.

Work Experience A minimum of ten (10) years of progressively responsible experience in supply services, administration, logistics, engineering, project management or related area is required The minimum years of relevant experience is reduced to five years for candidates who possess a first-level university degree.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French (Oral and written) is required.
