Org. Setting and Reporting This position is located in United Nations Peacekeeping Force in Cyprus (UNFICYP), Nicosia. The incumbent will report to the Chief, Service Delivery or her/his designate.

Responsibilities This job is primarily involved with contract management, furnishing all types of supplies, equipment, material, and certain services to the mission in the areas of Life Support (Rations, Fuel, General Supply, Catering, Medical supplies. etc.)

Within delegated authority, the Supply Officer (Life Support) will be responsible for the following duties:

  • Develops, reviews, monitors, assesses and effectively manages technical contracts for the provision of support services and supplies. •Plans and prepares current cost estimates/budget implications, and long-term forecasts of mission’s requirements (inputs for acquisition planning) for machinery, equipment, tools, materials, services, supplies, food, utilities, etc.
  • Participates in the development, review, upgrade and also ensure implementation of Standard Operating Procedures (SOPs) on Quality Control/Quality Assurance (QC/QA), safety and handling procedures, hygiene practices as well as inventory control and reporting, to ensure security, availability and accountability of supplies.
  • Monitors and updates relevant systems for tracking, reconciliation, and costing purposes. Implement internal accounting and administrative controls of rations and fuel management systems and engage in effective record keeping, reporting and audit response to ensure proper accountability;
  • Undertakes market research and reviews best practices in contract development and adapts such practices to United Nation’s (UN) requirements.
  • Establishes and/or reviews mission requirements. Initiates actions to fulfil and control these requirements.
  • Conducts technical survey visits both in start-up phase and during implementation to plan and ensure most efficient use of resources.

  • Develops plans for redeployment of assets when required. •Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained in UMOJA or any other system used by the UN.

  • Analyses problems, audit and performance reports on mission activities and provides remedial action programmes where required.
  • Manages Field Supply delivery operations.
  • Represent the section in various meetings, including meetings organized by Local Committee on Contracts ( LCC) and Headquarters Committee on Contracts (HCC).
  • Provides guidance to, or supervises new/junior staff
  • Perform other duties as required.

Ability to provide professional technical advice on a broad range of supply chain management areas. Ability to develop, maintain and supervise management control systems for materials, services and claims and ability to demonstrate fiscal awareness and responsibility and very good knowledge of UN financial rules.   • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

    Education High school or equivalent diploma is required Technical certificate or other courses and training programs relating to the work is desirable.

    Work Experience A high school diploma and a minimum of ten (10) years of progressively responsible experience in supply services, administration, logistics, engineering, project management or related area OR a first level university degree and a minimum of five (5) years relevant experience in supply services, administration, logistics, engineering, project management or related area is required. Experience in Assets Management, ERP Inventory Management, Warehousing, Property Control and Receiving and Inspection, in UN field missions is desirable.

    Languages English and French are the working languages of the UN Secretariat. For the position advertised, fluency in English is required.

    Assessment Evaluation of qualified candidates may include an assessment exercise.
