BACKGROUND (RATIONALE AND CONTEXT):

The Supply&logistics Section in overall is going through a transitional period where the whole section, especially the Procurement unit is deprived of a part of its staffing. In addition, the team is facing a demanding programmatic need and must provide substantive support to enable the CO to achieve its goals in a challenging operating context. All together has led to the need to get additional workforce in order to reinforce the capacity of the Section to adequately respond to the office needs and expectations.

OBJECTIVES OF THE ASSIGNMENT (PURPOSE OF THE ASSIGNMENT):

Under the supervision of the Supply Procurement Officer, the Individual Contractor will ensure accurate and timely processing of procurement requisitions (Sales Orders), supports procurement and contracting processes including drafting of tender documents, purchase orders/contracts and follows through to closure of the order, with the overall goal of meeting the needs and requirements for UNICEF programmes.

LOCATION (GEOGRAPHIC AREA/ DUTY STATION): Damascus, Syria

On-site working days: 6 months, on full-time basis

Off-site working days: none

DURATION:

The selected individual contractor will work for the period of six months, on full-time basis. It is envisaged all days in the country. The exact schedule of the activities will be agreed with the individual contractor based on the assignment implementation progress. The deadline for submission of final deliverables to UNICEF is at the end of the contract.

SUPERVISOR:

The individual contractor will be supervised and report to the UNICEF Syria Supply Procurement Officer.

DESCRIPTION OF ASSIGNMENT (TASKS, SMART DELIVERABLES, DEADLINES):

PROPOSED PAYMENT SCHEDULE

Monthly payment will be paid, inclusive of all professional fees and other administrative costs, against an accepted Monthly Progress Report with agreed deliverables.

UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the contractor.

To qualify as an advocate for every child you will have…

I) Education:

Completion of secondary school education is required. Preferably supplemented by training in procurement, management, finance and accounting, logistics, planning and/or negotiation skills. Certifications in supply chain, procurement or logistics is an advantage.

II) Work Experience:

Minimum of five years of work experience, in procurement or Logistics or any related jobs encompassing administrative jobs in a humanitarian organization or a commercial working environment.

III) Skills:

- Good Knowledge of Procurement Process is required.

- Advanced knlowldge of Ms office .

- Ability to develop and maintain effective working relationships with clients, suppliers and colleagues and gain the assistance and cooperation of others in a team endeavor.

- Ability to use supply related modules within UNICEF ERP system or any other UN system is an asset.

IV) Language Requirements:

Proficient in English and Arabic is required.

EVALUATION PROCESS (OF APPLICATIONS):

Qualified candidates are requested to submit:

  1. Cover letter/application.
  2. Financial quote as lump sum for professional fees
  3. CV.
  4. At least 3 Referees from direct supervisors
  5. Applications should be submitted through UNICEF’s Talent Management System (TMS)

Shortlisted applicants may be invited for further technical assessment. Final recommendation will be made based on “best value for money”, i.e., the hiring section/office shall normally select the individual who quoted the lowest fee from among the candidates who are assessed as suitable for achieving all tasks on time, as per the criteria stipulated in this ToR, and based on the outcome of the evaluation/assessment conducted.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
