In Africa, UNICEF needs to work very closely with Africa CDC and other partners to strengthen health systems and supply chains to deliver lifesaving vaccines. UNICEF recognizes the value of regionalization agreements in support of country and regional ownership and long-term sustainability.

Africa CDC and UNICEF will collaborate to build sustainable immunization programs within national primary health care systems. The focus will be on reaching the unreached and leaving no-one behind through immunization. Africa CDC and UNICEF will work together to design programs, mobilize resources, and build political support for the PHC strengthening agenda in Africa. Key interventions will include building community health systems, training and deployment of health workforce including frontline workers, building community health data systems, and preparedness for public health emergencies including outbreak response.

You will provide strategic and technical advice to Africa CDC and AU member states on strengthening national vaccine management and immunization supply chain (ISC) systems in order to strengthen the performance of the overall routine immunizations programs and mainstream sustainable cold chain systems in the immunization programme. You will also work with partners to develop/update/disseminate global strategies, tools and guidance on immunization supply chain policies in the context of COVID-19. In addition, you will also develop and manage guidance and tools for cold chain management with a special focus on health facility electrification and temperature monitoring. Further you will also serve as the focal point for technical and strategic communication between Africa CDC, NYHQ Health/Immunization section and UNICEF regional offices for ESA and WCA.

“The incumbent will work under the overall supervision of the Head of the Division of Public Health Emergencies of the Africa CDC. As a UNICEF secondee, the incumbent will report to the UNICEF Representative to the AU&ECA who approves his/her performance review prepared by the direct technical supervisor, with a dotted line to (UNICEF HQ Technical Expert) for technical oversight and guidance.”

How can you make a difference?

Strategic and technical Guidance on Immunization Supply Chain Management and Effective Vaccine Management

• Participate in strategic discussions to collaborate on policy and agenda setting for immunization supply chain (iSC) management and related resource mobilization initiatives; Provide expert advice on the development of evidence-based strategies, approaches, policies and the planning of iSC initiatives in support of UNICEF-Africa CDC Partnership objectives.
• Support Africa CDC develop a strategy and action plan; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.
• Works with UNICEF HQ Health Section, Supply Division, UNICEF Regional Offices (WCA and ESA) and partners to adapt, review and update tools and guidance on immunization supply chain related policies, procedures and systems with a specific focus on: immunization supply chain management for Africa CDC and AU member states.
• Works with Regional and Country Offices to support the dissemination, testing and implementation of new policies, procedures and guidance.
• Provide support to Africa CDC and AU member states on the comprehensive Effective Vaccine Management process.
• Support Africa CDC with development and implementation of capacity development initiatives in the area of supply chains for children, in close collaboration with UNICEF HQ and regional offices. Support supply components of health systems strengthening as might be relevant in the country context.
• Under the umbrella of AU/Africa CDC provide advisory support to Governments/national systems in defining and determining supply solutions for children, such as use of procurement services; supply financing solutions; local market development; private sector engagement..

Networking and Partnership

• Develops and maintains partnerships and collaborative relations with immunization partners, including the iSC2 and Supply chain Community of Practice as well as other external partners to ensure the Africa CDC strategy is built on synergies and based on the country experiences and needs. Partner are actively engaged to build on respective strengths of the different partners in a way that can maximise the impact of Africa CDC/AU and UNICEF’s contribution.
• Contribute to pilots and support the actual roll-out of new products and services, in close collaboration with Supply Division.
• Promote critical thinking, innovative approaches and good practices on supply chain management within the organization as well as with externals to ensure effective and efficient supply chains for children.

• Further to analysis of supply spend and related procurement strategies, run initiatives to ensure local market development where relevant.

  Data analysis and reporting

• Analyze supply dashboards, implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children.

• Participates in the preparation of all programme reports for management, Board, donors, budget reviews, programme analysis, annual reports, etc.

  To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in Supply Chain Management, Engineering, Health, Pharmacy or another relevant technical and/or in relevant field is required.

• A minimum of eight (8) years of solid professional work experience at the national and international levels in immunization strengthening, logistics, cold chain and solarization or related areas; of which at least 5 years in developing countries., or other relevant areas is required.
• Relevant experience in a UN system agency or organization is considered as an asset.
• Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
