About the job

DRC Libya works to support all people affected by conflict and displacement regardless of their status, focusing on the needs of vulnerable individuals. DRC operational areas in Libya include Tripoli and Benghazi. Key areas of intervention include Economic recovery, WASH, Community Safety, Protection Assistance, Shelter and Infrastructure, and Humanitarian Mine Action (HMA).

As Supply Chain Team Leader the post-holder is responsible for the following:

  • Accountable for people management of Supply Chain staff
  • Accountable for ensuring compliance, quality, and timely delivery of Supply Chain functions – Procurement, Warehousing, Asset Management and Fleet Management.
  • Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time

Your main duties and responsibilities will be:

  • Lead and manage the Supply Chain team (including people planning, performance, well-being, and development)
  • Ensure effective planning and quality implementation of the sector/support activities
  • Ensuring all the procurement processes are in line with DRC Operations Handbook
  • Warehouse management, including reporting and alert mechanism to program staff.
  • Ensure that all logistics-specific donor rules and policies are understood and respected
  • Vehicle fleet management
  • Optimize all logistics operations to increase cost-effectiveness including setting up longer-term supply contracts
  • Fixed asset management
  • Ensure DRC supplier due diligence is effective in the relevant context

About you

To be successful in this role we expect you to have extensive knowledge and experience in Supply Chain Management. Moreover, we also expect the following:

Required

  • Bachelor’s degree or higher in Logistics and/or Supply Chain Management or equivalent field
  • Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Minimum 3 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management
  • Proven management skills and competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skills in MS Word, Excel, and PowerPoint

• Good understanding of the procurement rules and regulations of major international donors

• Full professional proficiency in English and Arabic
