INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

Under the supervision of the Support Service Manager, the Supply Chain Team Leader will supervise the supply chain team and deliver technical support and guidance to the team in Gambella Field Office, managing all the logistics/procurement personnel and coordinating all aspects of the DRC’ logistics in the Gambella region. In addition to staff management and coordination, there is a follow-up and strong control measures put in place on timely supply to the field, supply from Addis HQ, accurate and timely reporting, capacity building and implementation of logistics/procurement systems, following the DRC structures effectively and efficiently, for the long run.

RESPONSIBILITIES

  • Ensure that DRC standards and procedures are followed as per the DRC Operations Handbook and DRC Dynamics system
  • As ERP Heavy User, assists/train its staff on a new system in place
  • To assist Procurement officer in maintaining a procurement / Purchase tracker so that greater clarity of order expectation/ arrival.
  • To supervise vehicle fleet management, ensuring all vehicles are fit for purpose, safety compliant, drivers are adhering to driving rules and regulations, and kept clean.
  • Follow up on supply chain, ensuring accountability of all materials from supplier to stock, to camp to use. Installing warehouse management systems, according to DRC standards and requirements.
  • Maintain an asset register of all items in DRC Gambella / camp/project locations and implement a disposal plan when goods are no longer in use.
  • Supervise the fuel consumption and management for the DRC fleet and generators, etc. compiling a weekly and monthly report.
  • To take the lead and supervise the rehabilitation of DRC facilities in camps and compounds (office and accommodation buildings, security, and road access).
  • To implement a weekly meeting with the team, planning strategy and achievements to be attained.
  • To supervise maintenance and repairs of the DRC WASH equipment, generators, surfaces pumps, etc., as well as other equipment in the field. Implementation of follow-up, use, and service sheets.
  • To ensure the correct follow-up of office/accommodation generators, timesheets, maintenance, and serving. Ensuring spare / stock is maintained.
  • To ensure proper human resources management of the logistics team – following up on evaluations, compensation / annual leave, disciplinary issues, recruitment, etc. as well as identifying areas for mentoring and building the capacity of staff.
  • To work closely with the logistics/procurement team, ensuring effective and efficient implementation whilst maintaining a comprehensive overview of all logistics and procurement tasks, roles, and responsibilities
  • Facilitate regular meetings in all field locations
  • Oversee performance management, regular evaluations and setting of targets for personnel, support in staff morale and advancement
  • To understand the DRC Gambella Program strategy and provide strategic input on improving effectiveness and efficiency
  • Assist to identify logistics needs and respond with strong ideas and experience
  • Represent DRC in logistics meetings; Be DRC focal point as needed
  • Compile and prepare the logistics monthly activity/fuel/stock report
  • Prepare procurement plans with budget holders and Area Managers for new grants/ projects
  • Prepare with the team and submit the monthly work plans
  • Ensure that all logistics-specific donor rules and policies are understood and respected
  • Oversight of all purchase and service contracts to ensure DRC's interests are protected
  • Optimize all logistics operations to increase cost-effectiveness including setting up longer-term supply contracts
  • Ensure DRC supplier due diligence is effective in the relevant context
  • Ensure proper operation of DRC Dynamics ERP supply chain system by staff under the supervision
  • Maintaining the assets list.
  • Weekly and monthly status reports
  • Warehouse management, including reporting and alert mechanism to program staff.
  • Apply report and data analytics to improve supply chain operation in areas of concern
  • Line managing the supply Chain Officers, Chain Assistants, and Drivers and conducting an annual performance review of the Supply Chain teams.
  • Supervise the daily task of Supply Chain teams

Experience and technical competencies: (include years of experience)

  • Minimum 3 years of experience in humanitarian logistics, procurement, transport and distribution, warehousing, and stock management.
  • Experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Proven management skills and competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Experience in managing the supply chain in an ERP system
  • Good understanding of the procurement rules and regulations of major international donors
  • Demonstrated organizational skills and ability to work in complex and difficult circumstances.
  • High level of personal initiative, analytical skills, and proactive problem-solving.
  • Demonstrated people’s management skills. Strong interpersonal skills and ability to develop and maintain working relationships across the organization. Be a team player
  • Cultural sensitivity, commitment, and understanding of the values of DRC. Good interpersonal and communication skills.

  • fluency and capacity to write in English and Amharic are required
  • Knowledge of local language Nuer or/and Anyuaa language (spoken) will be an asset.

EDUCATION: (include certificates, licenses, etc.)

  • Bachelor's degree or higher in Logistic or Supply Chain Management field from a recognized institution.

LANGUAGE: (indicate fluency level)

  • Fluency in written and spoken Amharic
  • Strong English writing and communication skills
